🚨 SCAM ALERT: VIRTUAL KIDNAPPING & FAMILY EMERGENCY CALLS 🚨

Scammers are becoming increasingly convincing by using AI-generated voices, spoofed phone numbers, and information found online to make you believe someone you love has been kidnapped, arrested, injured, or is in immediate danger.

These scams may specifically target parents and grandparents, elderly residents, and families of incarcerated individuals. In some cases, scammers can use AI technology to imitate the voice of a child, grandchild, or other family member—making the call sound frighteningly real.

📞 Common warning signs:
• The caller claims your loved one has been kidnapped or is in serious trouble.
• You hear what sounds like your family member crying or asking for help.
• The caller demands immediate payment through gift cards, wire transfers, cryptocurrency, or payment apps.
• You are told not to contact police or other family members.
• The caller pressures you to stay on the phone and act immediately.

⚠️ If you receive a call like this:
STOP. HANG UP. VERIFY.
Call your loved one directly using a number you already know. Contact another trusted family member who may know where they are. Do not send money or provide personal or financial information.
If someone claims your loved one is incarcerated or needs money because of an arrest, independently contact the correctional facility or law enforcement agency using an official phone number—never a number provided by the caller.

Remember: A familiar voice is no longer enough to prove who is on the other end of the phone.
Please share this information, especially with elderly family members and anyone who may be vulnerable to these high-pressure scams. Awareness can prevent someone from becoming the next victim.

With the school year officially underway, we remind drivers to slow down, stay alert, and use extra caution in and around school zones.

📚 Law Publications is in Fowler! 🚔

At the Fowler Police Department, we believe keeping our community safe goes beyond responding to calls—it also means providing our residents with the information and resources they need to make safe, informed decisions.

Meet Michelle Dixon! 👋 Michelle is with Law Publications and will be visiting businesses throughout Fowler seeking sponsorships for our Community Safety Program. She will also be joining us tomorrow at Wednesday Night at the Park!

Through this program, educational materials are provided to school-aged children, teens, adults, and seniors to raise awareness about important safety topics and potential risks, including drug awareness, elder abuse, e-bike safety, and more.

🚔 A Message from Chief Gularte

Over the past week, Chief Gularte has taken a hands-on approach to understanding the traffic concerns we’ve been hearing from our community.

Rather than simply reviewing reports, he parked in different residential neighborhoods throughout Fowler to personally observe driver behavior. What he witnessed reinforced what many residents have been telling us: speeding in neighborhoods, rolling through stop signs, distracted driving, and failure to obey traffic signals.

With school starting again soon, now is the time for all of us to refocus on safe driving habits. More children will be walking and biking to school, school buses will be back on the road, and families will be traveling during busy morning and afternoon hours.

In the coming weeks, you’ll notice an increased traffic enforcement presence in areas where these violations are occurring most often. Our goal isn’t to write more tickets—it’s to change driving behavior, prevent crashes, and keep our community safe.

🚸 As students return to school, please remember to:
• Slow down in residential neighborhoods and school zones.
• Come to a complete stop at stop signs.
• Put the phone away and eliminate distractions.
• Be patient and watch for children crossing the street.
• Yellow means slow down, not speed up.

Let’s work together to make this a safe start to the new school year. The best traffic stop is the one we never have to make.

Please join us in welcoming the newest member of the Fowler Police Department, Officer Andrew Mouanoutoua! 👮‍♂️💙

Tonight, Officer Andrew Mouanoutoua proudly took the Oath of Office during the Fowler City Council meeting, officially joining the Fowler Police Department.

Officer Mouanoutoua is currently working on completing the Department’s Field Training Program, where he will work alongside experienced Field Training Officers as he continues to develop the skills and experience necessary to serve our community with professionalism, integrity, and compassion.

We are proud to welcome Officer Mouanoutoua to the Fowler Police Department family and look forward to the positive impact he will make while serving the City of Fowler.
