April is Child Abuse Prevention Month & Sexual Assault Awareness Month

Throughout April, we recognize the importance of protecting children, supporting survivors, and working together as a community to prevent abuse and violence. These observances remind us that prevention starts with awareness — and that each of us plays a role in creating a safer, healthier community.

Today, members of the Clinton County Indiana Prosecutor's Office were proud to participate in an event hosted by the Indiana Youth Institute at Trinity Hope Center, which included the Clinton County Child Abuse Prevention Mayoral Proclamation and the “WAIT: What Am I Thinking” Youth Worker Café. The event also featured the planting of blue pinwheels — a national symbol representing the bright futures all children deserve and the importance of prevention. This event was hosted in partnership with: CASA of Clinton County, Indiana, COACH Kids of Clinton County, Healthy Communities Of Clinton County Coalition, and
Clinton County Department of Child Services.

We are grateful to all the community members and partners who came together today. Together, we can continue building a safer Clinton County.

As we continue through April, we encourage our community to get involved:

👖 Denim Day – April 29 to raise awareness for Sexual Assault Awareness Month and stand with survivors

In addition to raising awareness, our office is committed to ensuring that victims have access to meaningful support and resources. Individuals in need are encouraged to contact our Victim Advocate Office for assistance.

The Clinton County Prosecutor’s Office and Clinton Circuit Court will move into the new County Annex today. Both offices will be temporarily closed as crews complete the move. Circuit Court will also be closed Monday, November 3, and will resume normal hearings and operations at the Annex beginning Tuesday, November 4.

The Prosecutor’s Office will be located in Suite 302, and Circuit Court in Suite 306—both on the third floor. They’ll operate there until renovations at the historic Courthouse are complete.

Following a multi-day jury trial in the Clinton Circuit Court, a jury returned guilty verdicts against Angel Marie Lowry for:

Count 1: Dealing in Methamphetamine, a Level 2 Felony
Count 2: Possession of Methamphetamine, a Level 3 Felony
Count 3: Possession of a Narcotic Drug, a Level 6 Felony

The case was investigated by the Frankfort Police Department.

Today we celebrate and thank Angie Dunk for her many years of service to the Clinton County Prosecutor’s Office as she begins a new chapter in her professional career.

Over the course of two separate stints, Angie has dedicated nearly 24 years of her life to serving the people of Clinton County through her work in this office, including 19+ years straight.

Most recently serving as Office Manager, Angie has been a steady hand, a trusted leader, and a vital part of our team. Her deep knowledge, attention to detail, and welcoming spirit have helped shape our office.

While we’re sad to see her go, we’re excited for her future and grateful for the legacy she leaves behind.

Each year, the Clinton County Indiana Prosecutor's Office provides an in-depth legal update for officers across our community to ensure they are equipped with the latest changes to Indiana criminal law. This annual training highlights statutory updates affecting policing, prosecution, sentencing, and more.

Thank you to Deputy Prosecutor Christopher D. Vawter of the Clinton County Indiana Prosecutor's Office for presenting the 2025 legal updates at the Frankfort Police Department this morning.

Deputy Prosecutor Vawter provided a clear and informative overview of the upcoming legislative changes, ensuring officers from agencies across Clinton County are well-prepared to apply these updates in the field.

After 3 days of trial and a 55-minute jury deliberation, Ralph Luper was found guilty of 8 felony counts on June 11, 2025. The jury convicted him of:

Count 1: Child Molesting a Level 1 Felony
Count 2: Child Molesting a Level 1 Felony
Count 3: Child Molesting a Level 1 Felony
Count 4: Child Solicitation a Level 5 Felony
Count 5: Child Seduction a Level 3 Felony
Count 6: Child Seduction a Level 3 Felony
Count 7: Child Seduction a Level 3 Felony
Count 8: Child Molesting a Level 4 Felony

Deputy Prosecuting Attorneys Jennifer Maple and Joe Ross represented the State.

We want to thank the Clinton County Sheriff's Office Investigation Division for their hard work in investigating the case. Dan Roudebush was the investigating officer and assisted throughout the trial and Mark Pinkard testified about the polygraph. Other members of the Investigation Division assisted as well with technology issues and as things came up. We appreciate all of your help.

Most of all, we want to acknowledge the victims of this case. It is because of your courage that Ralph Luper is not out and able to hurt other children. We see you. We believe you. We’re proud of you.

While these cases are difficult, we stand committed to fight for children and victims so that predators are removed from our community.

Ralph Luper will be sentenced by the Court on August 13 at 9:00am.

Congratulations to our new Deputy Prosecuting Attorney Joseph Ross. Joe was sworn in to the Indiana Bar yesterday and was sworn in as a Deputy Prosecutor this morning by Chief Deputy Christine Smith.

Joe received a Liberal Arts degree from DePauw University and a Juris Doctorate from IU Robert H. McKinney School of Law.
