KentuckyWired In August 2015 then Governor Steve Beshear issued an executive order creating the Kentucky Communications Network Authority (KCNA) to oversee the project.

The Commonwealth's open-access broadband network which is an ultra-high-speed, high-capacity fiber optic cable designed to bring better internet availability to every county in Kentucky. In that executive order Beshear emphasized that Kentucky is ranked at or near the bottom in the nation for access to high-speed broadband, stifling improvements in education, healthcare, and economic development.

A kick-off event was held August 2015 featuring Governor Beshear and Congressional Representative Hal Rogers (R-KY) who together created an initiative called Shaping Our Appalachian Region (SOAR). SOAR includes 2 main ideas: widening the Appalachian parkway and constructing KentuckyWired.
