Kentucky Emergency Management is a division of the Kentucky Department of Military Affairs and its role and function are governed by legislative action as dictated in Chapter 39 of the Kentucky Revised Statutes. Kentucky Emergency Management consists of our main office located on Boone National Guard Center, at 110 Minuteman Parkway,Frankfort, Ky 40601, and 11 regional response offices located throughout the state.

UPDATE: 18 KENTUCKY COUNTIES ELIGIBLE FOR PUBLIC ASSISTANCE FOR JANUARY SEVERE WINTER STORM

As of May 29, President Trump and FEMA have approved Governor Beshear's request of February 3, for a Major Disaster Declaration for the severe winter storm of January 23-27, 2026.

The storm created costs of more than $15 million for debris removal, emergency response menasures, and repairs or rebuilding of damaged facilities.

The FEMA Public Assistance program for Declaration DR-4913-KY has been approved for 18 counties: llen, Barren, Clay, Clinton, Cumberland, Jackson, Laurel, Lee, McCreary, Menifee, Metcalfe, Monroe, Owsley, Pulaski, Rockcastle, Russell, Wayne and Whitley.

Congratulations to Dustin Heiser, Cole Atkinson, Patrick Compton and Charles O’Neal, the latest to be credentialed in their respective positions through the Kentucky Qualification System (KQS)!

These four were recognized for their achievements in a ceremony at the State Emergency Operations Center in Frankfort May 29.

KQS is KYEM’s training and certification program for Incident Management Teams (IMTs) and Emergency Operations Center (EOC) Assistance teams to prepare responders for deployment inside and outside the Commonwealth.

“It’s all about making us ready,” KYEM Director Eric Gibson told the assembly.
“If you’re deployed and you’re tasked to go, they know you’ve earned your credentials.”

ICS-400 shares proven incident management strategies and practices.

The goal is to enhance teamwork and coordination among all response agencies' officers.

It focuses upon those directly responsible for emergency response to a WMD/terrorism incident or other "Incident of National Significance".

The course is intended for those emergency response personnel whose duties require that they be directly involved in incident management or command at either a "field" Incident Command Post (ICP) or in a City, County, or regional Emergency Operations Center (EOC).

This course is open to all Emergency Management, Rescue, Fire, Emergency Medical, and Law Enforcement personnel or other organization having responsibility for incident management.

The prerequisite is ICS-300. You must provide a copy of this course completion certificate before beginning of class. You may email it to the POC listed below.

A MINIMUM of twenty (20) advance student registrations is REQUIRED. We must receive yours by Tuesday June 30, 2026.

No more than thirty (30) will be accepted. You are considered accepted as a student when we receive your application.

Meals, lodging, and travel expenses are your responsibility; KYEM will NOT reimburse.

The materials for this course will be in digital format. A copy of the manual will be emailed to you prior to the start of the class.

Some localized flooding issues may arise along and north of I-64 and east of I-65.

A Marginal (1/5) risk for severe thunderstorms exists in central and parts of eastern Kentucky with damaging wind gusts and small hail as the primary threats.

A Slight (2/5) risk for excessive rainfall exists for areas north of the Mountain Parkway with flash flooding possible.

A Marginal (1/5) risk for excessive rainfall exists for the rest of eastern Kentucky with isolated flash flooding possible.

East central Morgan County in southeastern Kentucky
Northwestern Johnson County in northeastern Kentucky.

Until 10:15 PM EDT.

At 9:28 PM EDT, a severe thunderstorm capable of producing a tornado was located over Mima, or 11 miles southwest of Blaine, moving east at 15 mph.

Flying debris will be dangerous to those caught without shelter.

Mobile homes will be damaged or destroyed.

Damage to roofs, windows, and vehicles will occur.
Tree damage is likely.

This dangerous storm will be near Elna around 9:35 PM EDT.

Flatgap around 940 PM EDT.

Other locations in the path of this tornadic thunderstorm include Winifred and Sip.

TAKE COVER NOW!

Move to a basement or an interior room on the lowest floor of a sturdy building.

Avoid windows.

If you are outdoors, in a

KENTUCKY SEVERE WEATHER ANALYSIS

A few strong storms could develop in the highlighted area today.

The strongest storms could bring a damaging wind or brief isolated tornado threat.

Rain increases from south to north today.

Some showers and storms will have moderate to heavy rainfall. Impacts are widespread rainfall amounts of 0.50” - 1.00”, with localized swaths of 2” - 3” could lead to flooding, gusty winds up to 50-60 mph, and a few weak tornadoes are possible.

Wednesday midafternoon into early evening, continued heavy showers and storms may result in flash flooding.
