The vision of ODCP is to lead the nation in ensuring a united front among prevention, treatment and law enforcement initiatives to address substance misuse in Kentucky. ODCP is committed to the values adopted by the Justice & Public Safety Cabinet and the following core values and guiding principles:

Plan for the development of an effective continuum of prevention and treatment services

Ass

ure collaboration of prevention, treatment and law enforcement initiatives related to substance abuse

Provide a repository of information on best practices and standards of practice for prevention, treatment, education and law enforcement (as related to substance abuse)

Educate communities and families about substance abuse and resources for promoting a healthy lifestyle and assuring safety for Kentucky’s children

Involve citizens at all levels of planning and implementing effective programs

Develop standards of practice that assure the development, maintenance and improvement of prevention, treatment, education and law enforcement initiatives

Coordinate overall research and evaluation of effectiveness of programs and services
Assist and make recommendations regarding the management of existing resources assuring cost efficiency

Advocate for the enhancement of resources for substance abuse initiatives

Assist in developing policy and legislation that supports the mission and goals of the agency.

Today, Governor Andy Beshear and the Kentucky Office Of Drug Control Policy released the 2022 Overdose Fatality Report. The report found that, in 2022, 2,135 Kentuckians died from a drug overdose. This was a 5.4% decrease in overdose deaths compared to 2021, the first decrease since 2018.

The report, released by the Justice and Public Safety Cabinet and the Office of Drug Control Policy, compiles data from the Office of the State Medical Examiner, the Kentucky Injury Prevention & Research Center and the Kentucky Office of Vital Statistics.

Governor Andy Beshear is encouraging Kentuckians to participate in the DEA’s National Prescription Drug Take Back Day scheduled nationwide on Oct. 29 from 10:00 a.m. to 2:00 p.m. ET.

“We must take every step possible to lower the amount of drug overdose deaths in Kentucky,” said Gov. Beshear. “National Prescription Drug Take Back Day is an easy opportunity for all Kentuckians to do their part in ensuring that prescription drugs are not able to be misused or abused.”

According to the National Survey on Drug Use and Health, a majority of abused prescription drugs were obtained from family and friends, often from the home medicine cabinet. The National Prescription Drug Take Back Day aims to provide a safe, convenient and responsible means of disposing of prescription drugs, while also educating the general public about the potential for abuse of medications.

Overdose Awareness Day is a global event held on Aug. 31 each year to raise awareness of drug overdoses, to reduce the stigma of drug-related deaths and to acknowledge the grief felt by families and friends as they remember those who have died or have a permanent injury as a result of a drug overdose.

“Today and every day, the commonwealth mourns the Kentuckians who lives were gone too soon from an overdose,” said Governor Andy Beshear. “The road to recovery from addiction is one of the hardest journeys any human may travel. To those fighting an addiction, please know there is hope and there is help through Kentucky’s many treatment facilities and addiction programs.”

Governor Andy Beshear has directed that flags at all state office buildings be lowered to half-staff from sunrise until sunset on Wednesday, Aug. 31, in observation of Overdose Awareness Day in Kentucky. In addition to lowering the flag, the Governor’s Mansion will be lit purple, the designated color to show support for overdose awareness.
