65% of the development plan (in red) is in the floodplain or floodway. The extensive development in the floodplain is inconsistent with the city’s land use plan, Envision Franklin, and does not meet the city’s zoning ordinance criteria for rezoning. Dorie Bolze, our CEO commented to the Community Impact Newspaper that "One of the biggest challenges is that floodplain and floodway lines are probabilities—they can’t account for everything, like a 10-inch storm. It is not just about how well we can engineer and predict where the floodplain is.”
