ICYMI: Kentucky experienced a significant revenue surplus as a result of the sound fiscal and pro-business policies championed by the Kentucky General Assembly

While Governor Andy Beshear called the surplus "unexpected," not all surprises are created equal. In late 2025, when the governor projected an approximate $300 million budget shortfall, Senate Appropriations and Revenue Committee Chair Chris McDaniel pushed back, saying, "There won't be a budget shortfall. I'm not worried about that at all," and questioned the administration's projections.

By December 2025, the official revenue forecast had already reduced the projected shortfall to approximately $156 million. When the fiscal year closed, Kentucky finished with revenues $320.6 million above the original budget estimate.

At 1 p.m. ET tomorrow, the Interim Joint Committee on Appropriations and Revenue will receive an official update on the state's end-of-fiscal-year revenue numbers as State Budget Director John Hicks testifies.
