Good Evening, this is Avery your Chapter President from Morgan County Chapter. Field Rep Gary Goldberg wrote and email me and is requesting that we TSEA member write to our Representatives to vote NO!!!! to HB2540.... I have been asked how many post cards are needed. Please if u are able to assist in the writing these cards please let me know. Morgan County Chapter TSEA (District 8 Director Justan Spurling, President Mark Avery, Vice President Vicky and Jeff Landrum, Treasure Chris Pratt, Members Misty Wright, Punchy and Kiwi, and their son) went to Nashville for TSEA Legislative Summit. TSEA met at the hotel and an was informed of a bill SB1873.... This bill was bill is a direct attack on TSEA and state employees. ----- Senate Bill 1873, key legislative changes. Ends payroll deduction for employee association. Section 2 deletes TCA 8-23-204, ending voluntary payroll deduction for employee association and removing their statutory recognition. Second, eliminates independent appeals. Section 4 deletes TCA 8-30-108, abolishing the board of appeals. Step 3 removes the natural third-party review process for disciplinary actions. Number 3, makes employee disciplinary warnings permanent. Section 13 deletes subsection B and C of the TCA 8-30-319, which removes the two-year expiration safeguard, making disciplinary warnings permanent. Number 4, removes professional qualification. Section 17 and 18 deletes the TCA 8-50-105 and TCA. 8-50-106 removes the requirement that counselors and social workers are adequately trained and competent. Number 5, cuts disaster relief, rewrites TCA-8-50-810, which reduces the paid leave for specialized disaster relief services from 15 days down to 5 days per year. Number 6, dismantles hiring safeguards. Section 5 deletes TCA 8-30-301, subsection B. Section 8 deletes 8-30-305 and Section 9 deletes TCA 8-30-306, removing requirements for public job posting candidate pools and interviews. Number 7, eliminates credential pay increases. Section 16 deletes TCA 8-50-102, which removes guaranteed salary increases for employees who earn professional credential or certification. Number 8, concentrates authority, increases power within the executive branch agency while reducing transparency and external accountability. On 2/5/2026 At Lobby day we met with 2 candidates in person John Rose and Monty Fritts and on Zoom we met with Mrs. Jerri Green. Marsha Blackburn declined to meet with us. At the end of meeting Morgan County met with Representative Monty Fritts and got a picture with and had a discussion. The chapter presidents or designees met and voted who they recommend to endorse. The Political Action Committee (PAC) took our recommendation and took a vote it was unanimously not to endorse anyone at this time to review it at a later time like at RA.
