REQUEST FOR QUALIFICATIONS
Professional Engineering Services
Electric Cost of Service & Rate Study, Electrical System Evaluation, and Utility Planning
Introduction
The City of Fredericktown is requesting Statements of Qualifications from qualified engineering firms to provide professional engineering services for an Electric Cost of Service and Rate Study, a comprehensive evaluation of the City's electric distribution system, and long-range utility planning.
The City owns and operates a municipal electric utility serving approximately 2,200 electric customers. The purpose of this project is to evaluate the financial sustainability of the electric utility, assess the condition and reliability of the electrical system, identify future infrastructure needs, and develop recommendations for electric rates and long-term capital improvements.
The City is seeking a consultant with experience working with municipally owned electric utilities and providing similar services.
Scope of Services
At a minimum, the selected consultant shall provide the following services:
Electric Cost of Service & Rate Study
• Review the utility's financial performance, revenues, expenditures, and purchased power costs.
• Analyze customer usage and customer classes.
• Perform a Cost of Service Study.
• Evaluate the current rate structure.
• Recommend rate adjustments that are fair, equitable, and support the long-term financial stability of the utility.
• Provide implementation recommendations, including phased rate adjustments if appropriate.
Electrical System Evaluation
• Distribution system reliability and capacity
• Feeders and substations
• Transformers and protective equipment
• Overhead and underground infrastructure
• System loading and losses
• Asset condition and remaining useful life
• Operational risks and areas for improvement
Capital Improvement & Utility Planning
• Develop immediate, mid-term, and long-term infrastructure recommendations.
• Prioritize projects and provide estimated project costs.
• Develop replacement schedules and funding considerations.
• Recommend improvements to reliability, resiliency, and operational efficiency.

The City may interview selected firms before making a final selection.
Selection Process
The City will select the firm determined to be the most qualified. After selection, the City will negotiate the final scope of services and a fair and reasonable fee. If an agreement cannot be reached, negotiations may be ended and the City may begin negotiations with the next highest-ranked firm.

Statements of Qualifications must be received no later than:

Statements of Qualifications received after the stated deadline will not be considered.

Statements of Qualifications will be publicly opened immediately following the submission deadline at 1:00 p.m. on September 10, 2026, at City Hall, 202 W. College Street, Fredericktown, Missouri. Only the names of the responding firms will be announced. Qualifications will be evaluated by the City following the public opening.
The City reserves the right to reject any or all Statements of Qualifications, waive minor irregularities, request additional information, conduct interviews, negotiate with the most qualified firm, or cancel this solicitation if it is in the best interest of the City.
