Leadership in Action - A First for the San Joaquin County Sheriff’s Office

Congratulations to Correctional Sergeant David Zyski, who has made San Joaquin County Sheriff’s Office history as our first Correctional Sergeant to graduate from the Sherman Block Supervisory Leadership Institute (SBSLI).

The SBSLI is an intensive leadership development program designed to strengthen the skills of California law enforcement supervisors and prepare them to lead with greater purpose, accountability, and professionalism.

This milestone represents more than an individual accomplishment, it reflects our continued investment in developing strong leaders within our Custody Division and creating opportunities for our correctional staff to grow throughout their careers.

Congratulations, Sergeant Zyski, on setting the standard and paving the way for those who will follow!

The Fight Against Human Trafficking Continues

On July 31, 2026, members of the San Joaquin County Anti-Sex and Labor Trafficking Task Force (ASALT), along with the San Joaquin County Sheriff’s Office, San Joaquin County Probation Department, San Joaquin County District Attorney’s Office, California Department of Corrections and Rehabilitation, Stockton Police Department, Manteca Police Department, and Stockton Unified School District Police Department, conducted a directed enforcement operation in the area of Navy Drive and Stockton Street.

The operation focused on commercial s*x solicitation and human trafficking-related activity, while also providing an opportunity to identify and assist individuals who may be victims of exploitation.

The operation resulted in:

▪️ 19 citations issued
▪️ 4 arrests
▪️ 2 juveniles recovered
▪️ 1 adult female victim recovered and connected with resources through the Family Justice Center
▪️ 2 local Stockton warrants cleared

Combating human trafficking takes a strong, coordinated partnership. We are grateful to all of the agencies and personnel who continue to work together to protect vulnerable individuals, identify victims, and hold those involved in exploitation accountable.

🚨 UPDATE - CARSON PASS RV UPDATE🚨

Today, August 19th, San Joaquin County Sheriff’s Office investigators arrested 44-year-old Thomas Shurtz in connection with the ongoing investigation into Carson Pass RV and allegations involving recreational vehicles placed on consignment.

Investigators have determined that multiple RVs may have been sold without proper notification to their rightful owners and without completing the required DMV documentation. Shurtz was arrested on 53 counts of Grand Theft, in violation of California Penal Code § 487(a), and is currently being held on $2.1 million bail.

For many victims, these RVs were more than just vehicles. They represented years of hard work, retirement savings, and precious memories with their children and loved ones. We understand that losing an RV can mean losing much more than a possession.

We understand the impact this had on those involved. We will always take crime seriously and hold those responsible accountable.

July Custody Monthly Update

During the month of July, the San Joaquin County Sheriff’s Office correctional facilities processed 1,549 bookings, averaging 50 bookings per day.

This month, we're highlighting the Jail Based Competency Treatment (JBCT) Program at the DAP Facility and the dedicated Correctional Officers who help support its mission.

Working alongside Correctional Health Services, JBCT officers assist individuals who have been found mentally incompetent to stand trial by providing structure, accountability, and support throughout the treatment process.

The JBCT Program is an example of how custody professionals work collaboratively to support both public safety and rehabilitation while ensuring individuals receive appropriate care and services.

Thank you to our JBCT team and all custody staff for your commitment to serving San Joaquin County.
