Due to on going complaints, the City of Galena is reminding residents and landscapers that blowing, raking, sweeping, or otherwise depositing grass clippings, leaves, or other yard debris into public streets, sidewalks, gutters, alleys, or storm drains is prohibited.
Under Illinois state law (415 ILCS 105, the Litter Control Act) and the City of Galena’s municipal code (including Chapter 136 on litter), grass clippings and similar yard waste are considered litter when left on public property or roadways. Leaving them in the street creates safety hazards for motorists, motorcyclists, bicyclists, and pedestrians; can clog storm drains and interfere with drainage; and contributes pollutants to local waterways and the municipal stormwater system.

What residents should do:

Direct mower discharge onto your own lawn rather than toward the street.
Use a leaf blower or broom to immediately move any clippings that reach the pavement or gutter back onto your property.
Bag grass, leaves, and plants in paper bags for the City’s free curbside yard-waste collection (by appointment May–November; call City Hall at 815-777-1050 or email [email protected] no later than noon the day before collection).
Transport yard waste to the old landfill site on Donegan Street (open daily 8:00 a.m.–6:00 p.m.; only landscape debris generated on City of Galena properties and delivered by the property owner is accepted).

Violations may result in citations and fines under city and state law. The City asks everyone to help keep Galena’s streets safe, clean, and free of debris that can wash into the Galena River and local stormwater infrastructure.
