History of the Soil and Water Conservation Program and the Parks, Soils and Water Sales Tax

In the 1930s, as the Dust Bowl swept across the nation. Legislation began to take shape to better manage and conserve the nation’s soil. Despite these actions, Missouri was still plagued with high erosion rates. In 1982, Missouri was losing soil at a rate of 10.75 tons per acre* each year on cultivated cro

pland. A one-tenth-of-one-percent parks, soils and water sales tax was passed by Missouri voters in 1984 to fund state parks and soil and water conservation efforts. Prior to the passage of the sales tax, Missouri had the second highest rate of erosion in the nation. Missourians recognize the importance of managing our state parks and historic sites and conserving our soil and water resources. Almost two-thirds of Missouri voters renewed the tax in 1988 and 1996; 70.8 voted in favor in 2006 and 80 percent approved the sales tax most recently in 2016. For more than 30 years, soil and water conservation programs have helped Missouri landowners keep more than 179 million tons of soil from eroding into our waterways. The majority of the soil and water portion of this tax has been used to assist agricultural landowners through voluntary programs that are developed by the Soil and Water Districts Commission. They are administered by the Soil and Water Conservation Program through district boards in each of the 114 counties. From 1986 to 2014, the Department of Natural Resources has provided $635 million to Missouri agricultural landowners to implement more than 220,000 conservation practices to protect the state's soil and water resources. In addition, revenues from the Parks, Soils and Water Sales Tax allowed Missouri to have the highest reduction in it's rate of soil erosion when compared to other states with more than 10 million acres of cultivated cropland. The cost-share program provides financial incentives to landowners for up to 75 percent of the estimated cost for installation of soil and water conservation practices that prevent or control excessive erosion and improve water quality. Soil and water conservation districts provide technical support with the design, implementation and maintenance of practices. By promoting good farming techniques that help keep soil on the fields and waters clean, each soil and water conservation district is conserving the productivity of Missouri’s working lands.

FOR SALE BY CLOSED BID

The Daviess County Soil and Water Conservation District is accepting bids for a 2004 10’ Haybuster Drill 107 (All Purpose). It includes new openers and closers, closers are not installed.

We will begin taking closed bids immediately through April 1st, 2022. Bids may be mailed to Daviess County SWCD at 209 Ash Street, Gallatin, MO 64640 or dropped off at the office.

Bids will be reviewed at the April 2022 Board meeting.

SEEKING NOMINEES

Let it be known that the Daviess County Soil and Water Conservation District will hold an election for one supervisor in each of two different territories in the county on February 1-February 22, 2022. Anyone that owns a farm in Territory 2, Washington, Lincoln, Jamesport, Townships and part of the Grand River Township East of Hwy. 13, or Territory 4, Union, Jackson, Monroe, and Harrison Townships, and meets the qualifications listed below, may be considered as a candidate in the election. You may submit your name for participation in the election by completing the self-nomination form and delivering it to the district by 4:00 P.M. on December 2, 2021. The self-nomination form is available online at https://mosoilandwater.land/content/daviess/board-members or in person at the district office (see contact information below).

Supervisors of the district administer district policies and programs, district personnel, and cost-share funding made available by the one-tenth-of-one-percent parks, soils and water sales tax. During fiscal year 2021 the district provided $505,466.36 of cost-share funds to 66 landowners to assist the landowners with installing agricultural erosion control and water quality practices.

The qualifications required to be a supervisor are:

1. Being a land representative from the district (10 CSR 70-4.010 (1) (I)). A land representative is defined as the owner or representative authorized by power of attorney of any farm lying within an area proposed to be established, and subsequently established, as a soil and water conservation district under Chapter 278, RSMo. Each farm is entitled to representation by a land representative: provided, however that the land representative is a taxpayer of the county within which the soil and water district is located.
2. Residing in, or owning a farm in, the area from which he/she is nominated where there is an expiring term.
3. Being a cooperator of the district, defined as, "a person who is actively engaged in farming and practices conservation activities related to agriculture".
4. Being a current resident and tax-paying citizen of the county for at least two years preceding the election date.
5. Be eighteen (18) years of age or older by the election date.

Job description: Design and administerative duties. Must have a strong desire to learn and develop computer stills. Software used includes engineering designs, are-map, Lidar, and most versions of Microsoft. Candidate must be capable of performing strenuous outdoor activities in all seasons. Paid benefits and starting salary is $13.39 an hour with available pay increases if merited by work performance. This position will be shared with Andrew, Buchanan, Daviess, and Dekalb contiies. The county in which the employee will be stationed will be determined at a later date. You may pick up an application at any of these SWCD offices.
