SW KS Groundwater Management Dist. 3 Southwest Kansas Groundwater Management District is located in the heart of the irrigation / agri-business, industrial complex overlying the Ogalalla Aquifer.

Originally incorporated in 1976. In 1972 the Kansas Legislature retified the Groundwater Management District Act. The first law contained in the act challenged each District with a mission founded in the following declaration: K.S.A. 82a-1020. Legislative Declaration. It is hereby recognized that a need exists for the creation of special districts for the proper managmenet of the groundwater reso

urces of the state; for the conservation of groundwater endeavors within the state of Kansas through the stabilization of agriculture; and to secure for Kansas the benefit of its fertile soils and favorable location with respect to national and world markets. It is the policy of this act to preserve basic water use doctrine and to establish the right of local water users to determine their destiny with respect to the use of the groundwater insofar as it does not conflict with the basic laws and policies of the state of Kansas. It is, therefore, declared that in the public interest it is necessary and advisable to permit the establishment of groundwater management districts.

AIRBORNE SURVEY OF OGALLALA AQUIFER CONDITIONS PLANNED

LAWRENCE — Beginning in late May and continuing until late July, residents of southwest Kansas may see a low-flying helicopter towing a large hexagonal frame.
This aerial arrangement is part of a project to map groundwater conditions in the Ogallala aquifer in Southwest Kansas Groundwater Management District (GMD) 3.
GMD 3 and the Kansas Geological Survey, working with Aqua Geo Frameworks LLC of Fort Laramie, Wyo., have planned the helicopter flights to develop a better understanding of the Ogallala aquifer.
Similar airborne electromagnetic surveys covered 2,500 miles of Northwest Kansas GMD 4 in 2024 and 2,900 miles of Western Kansas GMD 1 in 2025. The project receives funding from the Governor’s Office, Kansas Legislature and Kansas Water Office.
During the surveys, scientific equipment will hang 100 feet below the helicopter as it flies approximately 200 feet above ground on preplanned transects. The equipment is designed to map geologic structures that impact groundwater flow to depths of 1,600 feet below land surface.
