I know City Council agendas can be hard to follow, so here is a plain-English recap from the June 2 Garland City Council Regular Meeting.

My goal is to help residents understand what Council reviewed, what was approved, how Council voted, and what residents shared with us.

4. Smoke Shop and Tobacco/Cigar Shop Rules
Item: GDC Amendment ORD 26-04

Council approved updates that clarify how the City defines smoke shops, vape-related businesses, and tobacco/cigar shops.

The discussion also clarified that existing businesses are not being forced to close. The update mainly affects how future businesses are classified and reviewed.

🏛️ **Garland City Council Work Session Recap | June 1, 2026**

Here are a few important updates from the June 1 Garland City Council Work Session.

A Work Session is where Council reviews information, asks questions, and gives direction to City staff. Most items are not final votes during Work Session, but they help prepare items for possible future Council action.

# # # Top Highlights for Residents

✅ **Downtown Garland Redevelopment Update**

Council reviewed four proposals for the City-owned property at **116 S. 6th Street**, also known by many residents as the former fire station / Boy Scout building.

The four proposals presented were:

• Firehouse Commons
• Casa and Flor
• Dallas Training Collective
• Station One

After the presentation of each proposal and Council discussion, Council narrowed the **next phase of review** from four proposals to two and directed City staff to begin preliminary negotiations and due diligence with:

• **Firehouse Commons**
• **Station One**

This **does not mean a final project has been approved**. Any final agreement would still need to return to Council for formal consideration.

This property is part of Garland’s historic downtown character, so the next steps will be important. Council will need to continue reviewing the details carefully, including historic preservation, public benefit, parking, access, financial terms, project timeline, and long-term fit for Downtown Garland.

Downtown Garland continues to attract strong interest. That is good news, but Council must carefully evaluate each proposal based on:

✅ **First Baptist Church of Garland Alley Abandonment**
Council received a written briefing on this item.

✅ **Community Development Funding Discussion**
Council discussed funding allocations related to community programs. The direction supported keeping funding for the Police Boxing Gym, increasing Elderly Yard Care to the requested amount, and dividing remaining funds between Parks programs, including STARS and after-school programming. This item is expected to return for approval on the June 16 consent agenda.

✅ **Short-Term Rental Ordinance Updates**
Council reviewed proposed updates to Garland’s short-term rental rules. The goal is to help the City better address problem properties while not targeting short-term rentals that are following the rules. Staff also noted the need to prepare ahead of increased short-term rental activity during the FIFA World Cup period in North Texas.

I want to share a quick update with Garland District 1 residents.

As part of Year 1 of the voter-approved 2025 Bond Program, several street and alley improvement areas in District 1 are included for planned repair, reconstruction, or rehabilitation.

**Planned District 1 project areas include:**

• Elm Creek/Pueblo

These projects are intended to improve infrastructure, enhance safety, and strengthen our neighborhoods.

City staff will share construction schedules and timelines once they are finalized, and I will continue to keep residents updated as more information becomes available.

🚧 **Mejoras de Calles y Callejones en el Distrito 1 Próximamente**

Quiero compartir una breve actualización con los residentes de Garland Distrito 1.

Como parte del Año 1 del Programa de Bonos 2025 aprobado por los votantes, varias áreas de calles y callejones en el Distrito 1 están incluidas para reparación, reconstrucción o rehabilitación planificada. La lista de áreas del proyecto aparece en la sección en inglés arriba y en la imagen adjunta.

🚧 District 1 Street & Alley Improvements Are Coming

Good news for Garland District 1 residents.

As part of the voter-approved 2025 Bond Program, Year 1 street and alley improvement projects are planned for several areas across District 1.

These projects will help repair, reconstruct, or rehabilitate streets and alleys in our neighborhoods. The goal is to improve infrastructure, support safer travel, and strengthen the long-term quality of life for residents.

Kính thưa quý cư dân Garland District 1,

Trong khuôn khổ Chương Trình Công Khố Phiếu 2025 đã được cử tri chấp thuận, các dự án cải thiện đường phố và hẻm trong Năm Thứ Nhất đã được dự trù cho nhiều khu vực trong District 1.
