North Carolina Fire & Rescue Administrative Professionals The North Carolina Fire & Rescue Administrative Professionals promotes success and personal enrichment. We meet quarterly, the 3rd Tuesday of the month.

Members network with other administrative professionals who understand the challenges, demands and rewards of the fire & rescue profession. Welcome to the North Carolina Fire and Rescue Administrative Professionals page. We were founded in May of 2007 with six departments becoming Charter members. Each meeting brings new interest to the group with the vision to have a membership from all

across North Carolina. Our focus is on making connections with each other so that we may grow both professionally and personally. We recognize how critical our performance is to the fire rescue mission and are driven to discover ways we can assist and improve our staff support roles. The annual schedule is February, May, August, and November. Each meeting is hosted by a different department that has the opportunity to showcase their department’s uniqueness. The membership has developed a mission statement and logo that are shown on this site. The membership departments have doubled in size during the first year. We are very proud of our accomplishments and the support we receive from our Chiefs. Some key elements to our membership are:

Development opportunities for professional improvement
Establish contacts at departments throughout the state
Grow in knowledge of the fire, EMS and rescue service

As part of our quarterly training during the South Atlantic Fire Rescue Expo, Liberty Fire Chief Matt Talbott and East Side Captain Angela Talbott delivered a hands-on session on effective radio communications.

Following an overview of radio operations and best practices, participants were divided into teams and assigned response scenarios throughout the Expo floor. Teams practiced proper radio procedures by acknowledging dispatch, reporting en route, arriving on scene, and marking assignments complete.

Strong communication is a critical component of emergency response, and this practical exercise helped reinforce the skills needed to ensure clear, accurate, and professional radio traffic during real-world incidents

Responder Assistance Initiative
Special thanks to Dr Lindsay Allotey and Retired Charlotte Fire Captain Billy Burns for delivering an outstanding presentation on stress, burnout, and staying functional in the fire service. The session focused on strong leadership, recognizing what firefighters need to be successful, and the importance of supporting one another both on and off the job.

Attendees also learned about the RAI team and peers, a valuable resource available through North Carolina Emergency Management that provides free confidential support for first responders facing personal or professional challenges.

Our quarterly NCFRAP meeting was held during the South Atlantic Fire Rescue Expo (SAFRE) at the Convention Center in Raleigh and included a hands-on radio communications course led by Liberty Fire Chief Matt Talbott and East Side Fire Captain Angela Talbott. Participants were assigned teams and dispatched throughout the convention floor to practice real-world radio operations.

Members learned proper radio communication procedures, how to acknowledge and respond to dispatch assignments, and how to provide clear and accurate status updates. The interactive exercise helped build confidence and reinforced the importance of effective communication in emergency response situations.

Thank you to Chief Talbott and Captain Talbott for sharing their knowledge and providing an engaging learning experience for our members.

Congratulations on being our August Featured Member!
This month, we are proud to recognize Emily Lineberger as our August Member Spotlight.
Emily has her hands full working in Human Resources for the Charlotte Fire Department, the largest fire department in North Carolina. The department provides fire and emergency services across a 320-square-mile service area, supporting one of the fastest-growing communities in the state.
With an impressive 27 years of service, Emily has earned a reputation as the person everyone turns to when they need help solving a problem. Whether assisting employees, navigating complex personnel matters, or simply providing guidance and support, Emily is known for her knowledge, professionalism, and willingness to help others.
When asked what is most important about her job, Emily's answer is simple: "Being able to help people and make their day easier." Those who work alongside her can attest that she lives those words every day. Her coworkers describe her as a pleasure to work with and someone who consistently goes above and beyond to support others.
When she's not serving the Charlotte community, Emily enjoys some uniquely local traditions. Her ideal evening might include a visit to Lineberger's Restaurant (despite the shared name, there is no relation!) during the Christmas season. If all goes well, she'll find her favorite potato salad on the salad bar and may even convince the staff to play Bon Jovi's Please Come Home for Christmas over the restaurant sound system.
A sports enthusiast and proud North Carolinian, many people may be surprised to learn that Emily was once a member of the Marching Tar Heels, adding another interesting chapter to her already impressive story.
Emily's dedication to helping others, her positive attitude, and her commitment to the fire service make her a valued member of the fire service family. We are honored to recognize her as our August Member Spotlight and thank her for the difference she makes every day.

This month, we are proud to recognize Kathryn Crawford as our Featured Member of the Month!

Kathryn has dedicated 19 years of service to the Burlington Fire Department, demonstrating commitment, professionalism, and a passion for serving her community. Over nearly two decades, she has been a valued member of her department, always willing to help, and an important part of the fire service family. As Senior Administrative Assistant, it helps that she is an ‘early bird’ ready to work and set the pace for the day. Get up, get moving, and make the most of every sunrise.

When not being an integral part of the Department, you'll likely find Kathryn at the crafting table, enjoying an iced cinnamon dolce latte (because plain coffee is just too boring), with Christian music playing in the background, and daydreaming about turquoise waters, white-sand beaches, and that dream Caribbean vacation.

Kathryn enjoys the networking opportunities that NCFRAP affords and values the friendships she has built with other members.
