Good afternoon Shelton’s Run,

On behalf of your Board of Directors, we hope you are enjoying your fall!

The beautiful cool weather and changing of the leaves means it is time for our annual community meeting. This meeting is an opportunity to gather with our neighbors for some fun activities and to participate in our October meeting!

The festivities will be held at the Tot Lot on Sunday, October 30, 2022 from 1 – 3PM. The first 100 residents to arrive and sign-in will receive an $8 coupon (for each family member) toward menu items at Reamer’s Burger Barn (https://www.facebook.com/reamersburgerbarn)!

In addition to the food truck, we will also have not one, but TWO bounce houses: one for younger children and one for the older ones! There will also be Halloween candy available for children (and young adults)!

When you arrive* at the Tot Lot, there will be a table located by the food truck for you to sign-in and receive your food coupon for you and your family. (*We request you not park on the Tot Lot parking apron as that is where the food truck will be parked.)

Our community meeting will start at 2PM. A key focus for this meeting is finding volunteers to serve on our Architectural Review Committee (ARC) and our Board of Directors starting in 2023. If you are interested in serving on either committee, or if you have any questions, please contact a board member (email addresses can be found at www.sheltonsrun.com).

If there is inclement weather, we will shift the entire event to Sunday, November 6, 2022 from 1 – 3PM.

Good Afternoon Shelton’s Run,

On behalf of your Board of Directors, I want to provide a brief update on the status of our garbage and recyclables service.

County Waste, who we were contracted with to provide our garbage and recyclables services, was purchased by a Canadian company, GFL. The transition between these providers has not been seamless, whether it is on the pickup side or on the billing side. In late June, local media reported routing software was to blame for the trash pickup delays. As a result, the Stafford County Board of Supervisors temporarily waived the cost to use the Rappahannock Landfill; I confirmed yesterday that offer has ended.

The issue is clearly not resolved, with the most recent example being last week: our garbage was picked up, but our recyclables were not. As you know, this was not the first time, but rather a repeat of July when it happened after the Fourth of July holiday. After the July incident, we tried to contact them but were told they were having problems with their phones/computers. We continue to have challenges with them correcting our billing errors.

Which brings us to this week. Yesterday I reached the Virginia account manager who works out of their Pennsylvania offices and was assured we were on the schedule (and we were in fact picked up yesterday); I also confirmed our pickup schedule (below):

Garbage pickup Tuesdays and Fridays
Recyclables Tuesdays

Going forward, if you have issues with the pickup of your garbage and/or recyclables, feel free to contact the company at 1-800-832-1332 and report it. I was assured they will take your information and dispatch a truck within 24 to 48 hours (however, a resident was told the same thing last week but it didn’t happen).

We apologize for the obvious inconvenience to our community. We will keep you informed if there are any other issues moving forward. Thank you for your time.

Hello Neighbors,

The Architectural Review Committee (ARC) will conduct its Spring neighborhood walk‐through Saturday, June 4, 2022.

The ARC is committed to fulfilling its duties in ensuring our community maintains a harmonious, quality development that will help retain the value in our homes, and maintain an aesthetically pleasing neighborhood.

We are providing everyone with the checklist below. It includes some of the items the ARC will be looking at when conducting the walk‐through. Use the checklist to ensure your property is in compliance with the Shelton’s Run Architectural Review Committee Design Guidelines (http://sheltonsrun.com/resident-services/arc). Get a jump- start and perform your own early walk-through. By going over the checklist prior to the ARC's walk‐through, receiving a notice of non-compliance becomes highly unlikely.

We have noticed some trends we will be paying particular attention this Spring. These include: trash cans not stored properly – not out of sight; siding in need of cleaning; and lawns not mowed and kept free of weeds.

As always, if you have a question about any item being in compliance or not, or whether a modification to your home/yard needs ARC approval, please don't hesitate to contact us. We are here to help!

Please see the below message from County Waste.

“The Fredericksburg and Richmond Hauling facilities will be operating on a delayed start today, which means some routes will roll over to tomorrow. Please have residents put carts out on their NORMALLY SCHEDULED SERVICE DAY. If you are not picked up on your normal service day it will be picked up the following day. Again, please advise residents to leave cans curbside on their normally scheduled service day until they have been collected.”

Shelton’s Run, please see the following from County Waste. Bottom Line, keep your cans curbside until they are picked up.

“With not being able to run at all last week, trash and recycle collection has been very heavy the last two days, which means the drivers are having to make multiple trips to the dump throughout the day. This in turn is causing drivers to take longer times than usual to finish routes. With that being said, we are aware that some collection is not being finished on your regularly scheduled service day. We are asking for the remainder of the week to please leave cans curbside if they are not dumped, in case routes roll over to the next day. It is extremely likely that there will be over flow of routes to the following day.”

Good afternoon Shelton’s Run. I just saw the email that I missed a couple days ago saying County Waste operations would resume next week (Tuesday 1/11 for us). They will pick up extra trash so you can put bags out next to your can if it won’t fit in your can. Please don’t put it out until tomorrow evening so trash doesn’t get spread across the neighborhood.

Good afternoon Shelton’s Run. County Waste has sent out a notice that they are closed due to road conditions. Trash will not be picked up until Friday. Please do not leave your trash cans out so they are not in the way of snow plows if they happen to come through.

The winners will earn a $50 credit toward their 2022 dues. The board will be judging the lights on Dec 23rd so there’s plenty of time to get ready. We look forward to checking out all the amazing displays.

Purpose of the Architectural Review Committee:

Architectural Review Committee (ARC) responsibility is to review and approve Architectural Submittals for many types of residential lot exterior improvements or modifications.

The covenants establish the ARC, to be comprised of three (3) or more representatives to rule on architectural submittals. The ARC is charged with conducting the review of all applications for exterior changes and with rendering a decision to the applicant within 45 days. The ARC will respond in writing with either approval, approval with conditions, disapproval, or a request for more information about the project. If the ARC fails to render a decision after receiving all required information, the application will be considered approved by default.

This post and the one following outline the purpose for the Board of Directors and the Architectural Review Committee.

Purpose of the Board of Directors:

Section 4.1. Powers and Duties of the Board of Directors.
The business and affairs of the Association shall be managed by the Board of Directors elected in accordance with the procedures and for the terms of office set forth in Article 4 of the Articles of Incorporation. The Board of Directory shall have all of the powers and duties necessary for the administration of the affairs of the Association and may do all such acts and things as are not required by the Act or the Association Documents to be exercised and done by the members. The Board of Directors shall delegate to one of its members or to a Person employed for such purpose the authority to act on behalf of the Board on such matters relating to the duties of the managing agent (as defined in Section 5.3 hereof), if any, which may arise between meetings of the Board as the Board deems appropriate. In addition to the duties imposed by any other provision of the Association Documents or by any resolution of the Association that may hereafter be adopted, the Board shall perform the duties and take actions on behalf of the Association.

Good afternoon Shelton's Run!

It is that time of year again when we ask for volunteers to serve on our Board of Directors (BoD)and Architectural Review Committee (ARC). We have had neighbors serving on the BoD and ARC well beyond their terms due to a lack of new volunteers.

If we don't have enough volunteers to assist with the leadership of our community, then we will be forced to seek outside management. The biggest impact will (likely) be an increase in our semi-annual dues to pay for the company, and it will also mean a stricter interpretation of our guidelines.

Serving on either board is a rewarding experience, and while there is a time commitment, it is minimal. If you would like to serve, or if you have questions about either the BoD or ARC, please visit www.sheltonsrun.com for the current members and their contact information and they will be happy to answer your questions or concerns.

Elections for the 2022 Board of Directors and the Architectural Review Committee will be held on Sunday, December 12, 2021 at our annual community meeting at the Tot Lot.

Thank you all for your patience as we were able to complete these projects this year.

- Extend the wall at the pavilion.

- New fabric and mulch in the playground.

- New curbing around the playground to replace the rotted timbers.

- New curbing next to the parking area along with gravel to clean up that edge.

We used Greystone Masonry and Curbs Gone Wild to complete these projects.

Good evening neighbors. We recently had work begin on the replacement of the old timbers surrounding the playground with concrete curbs. Unfortunately someone let a child play on and destroy the newly laid curbing, costing all of us an additional $1000+ to have the damaged side removed and replaced.

Please stay away from the new curbing until the caution tape is removed and it’s fully cured. If this happens again we will be forced to close the playground, additionally we’ll consider it an intentional act of vandalism and will have to report it to the authorities.

If you or someone you know uses the playground please make sure everyone is aware of this.

(Does Not Include Construction & Demolition Debris for Household Renovation Projects).

Prohibited Items:
Computers, Monitors and like equipment, Large appliances such as washer, dryer, water heater, stove, or
motorized equipment. Rocks, concrete, dirt, tires, soil, sod, tree stumps, free liquids, paint, motor oil, mattresses,
construction trash/ renovation debris, combustibles, toxic or hazardous wastes, or any other material excluded
from the disposal site, or any applicable state or federal law, as being hazardous or toxic (Asbestos, paint or

On a related landscaping note, multiple residents have notified us of Army worms killing their lawns. As you'll see from the USA Today article, we are not the only ones impacted by them. If you have a lawn service, you should ask if your plan addresses them -- mine does not, so I had to contract with someone to spray. There are also YouTube videos discussing how to address them.

Good morning Shelton's Run,

As I'm sure you have noticed, our common areas are in need of attention. Our landscaper, Virginia Landscape Management (VLM), has notified us of schedule issues due to all of the rain we have received. They expect to be back on schedule this week.

The transition from Commonwealth to VLM has not been seamless, so we appreciate your patience as they continue to address all of our common areas. We have notified them of some common areas they need to address, specifically the area on Blake Way; additionally, if the retention ponds are dry enough they will also be cut.

Good morning Shelton's Run!

At a recent Stafford County Board of Supervisors (BoS) meeting, the BoS considered a Petition from the Shelton’s Run Community Association (SRCA) to have the roads within the community classified as Restricted Parking Areas. The BoS voted unanimously (7-0) in support of the request.

The change, captured in Ordinance O21-15, amends Stafford County Code 15-56 (f) to now prohibit in the Shelton’s Run Subdivision any person from parking or leaving unattended any watercraft, boat trailer, motor home, camping trailer, commercial vehicle, or any motor vehicle, trailer, or semi-trailer for commercial purposes, on any public road. The Restricted Parking Areas in the Shelton’s Run Subdivision are now in effect and are enforceable by the Stafford County Sheriff’s Office.

What does this mean to you, our residents? If you currently have a vehicle or trailer that is described above and is parked on the road, you must be compliant with the Stafford County Code and not leave your vehicle there. To ensure you are complaint, the SRCA Board of Directors (BoD) recommends that you follow the same standards listed in our ARC Guidelines, namely that residents have up to five (5) days to move vehicles and trailers to a permanent location outside of the Association. Beyond that timeframe, residents in violation of Stafford County Code 15-56 will most likely be at risk to be ticketed by local law enforcement should local law enforcement be contacted for vehicles parked in violation of Stafford County Code 1556.

The Shelton’s Run Community Association Board of Directors believes this change strikes a balance for our residents who use the vehicles outlined above while also ensuring our community remains beautiful. Please let us know if you have any questions.

VIRGINIA FORWARD REOPENING PLAN (PHASE 3)
PLAYGROUND RULES AND DISCLAIMER

RULES
1. Playground use is limited to only Shelton’s Run’s Residents (“Residents”).
2. No Guests.
3. Playground use is on a first-come, first-served basis.
4. Physical distancing of 10 feet is required between users not of the same household.
5. No one with a fever or symptoms of COVID-19 (cough, shortness of breath or difficulty breathing, fever, chills, muscle pain, sore throat, new loss of taste or smell, or gastrointestinal symptoms like nausea, vomiting, or diarrhea that cannot be attributed to another health condition), or known exposure to a COVID-19 case in the prior 14 days, is permitted on the Playground.
6. People at Increased Risk of Severe Illness from COVID-19 (“People at Increased Risk”):

A. The CDC advises: (i) that People at Increased Risk and those who live with them, should consider their level of risk before going out and ensure they are taking steps to protect themselves; (ii) that People at Increased Risk should consider avoiding activities where taking protective measures may be difficult, such as activities where physical distancing cannot be maintained; and (iii) that everyone should take steps to prevent getting and spreading COVID-19 to protect themselves, their families, household members, neighbors and People at Increased Risk;

B. Additional information from the CDC is available at: (https://www.cdc.gov/coronavirus/2019-ncov/need-extra-precautions/people-at-increased-risk.html);

C. Shelton’s Run urges Residents who are People at Increased Risk to evaluate their personal situations before deciding to use the Playground.

Shelton’s Run is imposing reasonable rules relating to the use of the Playground during the COVID-19 pandemic but does not control access to or clean and disinfect the Playground. Shelton’s Run makes no assurance, guarantee, or representation in any way that any person choosing to use the Playground will be protected from contracting COVID-19. Any Resident choosing to use the Playground does so voluntarily, at his/her/their own risk, and with a full understanding of the possibility of being exposed to and contracting COVID-19 as a result of such use.

Good Afternoon Shelton’s Run Community:
**UPDATE #3**

With the recent release of a Centers for Disease Control and Prevention study of COVID-19’s surface transmission and in consultation with our association’s attorney, the Board of Directors has voted to reopen the playground at the Tot Lot effective immediately. We would like to thank everyone for their patience as we have worked our way through this unprecedented time.

While the playground is open, we must remember that Shelton’s Run Community Association still does not have insurance coverage against the pandemic; therefore, the board has adopted a set of updated rules for using the playground – please familiarize yourselves with them before using it (see the following entry).

We recognize the playground needs some work and have plans in place to upgrade it. We will be sure to post the dates the work will take place (currently scheduled for late May).

Shelton’s Run, it’s time for our annual Holiday Light Contest. The winners will receive a $50 credit toward the first half 2021 dues. The previous year’s winners and board members are not eligible to win again this year. We’re doing it slightly different this year, judging will take place between 11-13 December in order to allow the board members time to judge individually instead of as a group. You’re encouraged to go all out in spreading joy to the neighborhood, emphasis on themes and cohesion is a bonus! Winners will be announced following the December board meeting.

It’s almost that time again, although Trick or Treating is not an event organized by the Shelton’s Run Board, we would like to remind you that if you do not wish to participate, please turn off your porch/outside lights so those children that are participating know which houses they can approach.

Please be on the lookout for kids and drive extra carefully on Saturday 10/31 whether you’re participating or not.

Given how polarizing the subject of COVID-19 is, this is not the place to provide your opinion on such activities, simply participate or don’t with no hard feelings either way.

Hello neighbors,

I believe that a supportive community is a strong and safe community. Within our neighborhood, we have members from the medical, military, law enforcement and other lay or first responder fields that are CPR/AED/First Aid certified.

This is important to know, because Sudden Cardiac Arrest is one of the leading causes of preventable deaths. The PulsePoint app alerts CPR-trained bystanders to a cardiac emergency in the immediate vicinity, so we can get to the scene and start CPR in the critical lifesaving minutes before EMS teams arrive.

PulsePoint is a 501(c)(3) public non-profit foundation building applications that help public safety agencies inform and engage citizens.

I have no connection with PulsePoint other than being a subscriber. I am a volunteer with the Stafford County Community Emergency Response Team, Stafford Sheriff's Officer Search and Rescue Team, and an Emergency Services Officer for the Civil Air Patrol. I also own RSQ Training, providing CPR/AED/First Aid training and a coaching company. I say this, because in the time it will take EMS to arrive, critical lifesaving minutes will have passed.

Is there a Sue Rodarte in our community? 2 days in a row we have recieved amazon packages addressed to her but with our address. We can't find a phone number for amazon to call and figure it out. If someone knows who she is we would love to get her stuff to her.
