When a school wants to change—or refuses to change—a child’s special education services, the Prior Written Notice (PWN) is the document that protects families. It explains what’s being proposed or denied, why it’s happening, what data was used, and which options were considered. It is not optional—it’s a legal requirement under IDEA.
