The PNGAS mission is to support, advocate for, and strengthen the Pennsylvania National Guard and its members, veterans, and families through professional development, legislative action, and community partnership. The Pennsylvania National Guard Association (PNGAS), established in 1987, is a 501(c)(6) nonprofit organization dedicated to supporting the Pennsylvania National Guard. Mission: To supp

Vision: A ready, resilient, and respected Pennsylvania National Guard—fully supported by engaged leaders, informed advocacy, and enduring partnerships for generations to come. Our strategic priorities encompass advocacy and legislative leadership, membership growth, partnerships with the Department of Military and Veterans Affairs, family support programs, philanthropy, communications, and organizational excellence. With over 1,800 members, including officers and enlisted personnel, PNGAS influences policy, provides emergency assistance, scholarships, and professional opportunities to enhance the welfare of Guard communities.

Congratulations to Senator Tracy Pennycuick, recipient of the Charles Dick Medal of Merit at the 148th NGAUS General Conference in Indianapolis.

The medal is one of the highest honors NGAUS bestows, reserved for elected officials whose support for the National Guard has had a lasting effect on the force. It is named for Maj. Gen. Charles Dick, the NGAUS president behind the legislation that established the modern National Guard.

A Bronze Star recipient and Black Hawk pilot who served 26 years in the U.S. Army, Sen. Pennycuick serves as Vice Chair of the Senate Veterans Affairs & Emergency Preparedness Committee and has been a consistent advocate for the Soldiers, Airmen, and families of the Pennsylvania National Guard.

Scot Baughman has served as Treasurer for the Pennsylvania National Guard Enlisted Association for 12 years and 5 years as PNGAS Treasurer. He has served the last 3 years as an EANGUS Area 2 Director with the last year as Chairman of EANGUS Area 2. He has retired from the Pennsylvania Air Guard as a CMSgt.
