Valentine's Law Enforcement Continues

Today, Clay County Prosecutors have charged Defendant Ivan Sanders with the felony of Aggravated Fleeing (Valentine’s Law) and the felony of Tampering in the First Degree following a high-speed pursuit on July 28, 2026.

According to police reports, law enforcement officers attempted to stop a stolen 2017 white Infiniti Q50 that had just been located by the Gladstone Police Department after being reported stolen out of North Kansas City. The vehicle allegedly failed to stop, traveling southbound on NE Antioch Road and continuing past NE Vivion Road on NE Chouteau Trafficway, prompting a pursuit.

According to the probable cause statement, the driver continued to elude officers, traveling at speeds in excess of 100 MPH in a posted 40 MPH zone, passing approximately 11 vehicles in the oncoming lanes, and swerving dangerously between lanes near the I-35 underpass. The suspect allegedly failed to stop at a red traffic light, blowing through it to enter the I-35 northbound on-ramp at approximately 61 MPH. The chase continued northbound on I-35 with speeds staying in excess of 85 MPH.

The pursuit came to an end when a detective utilized a vehicle grappler to safely immobilize the vehicle. After the vehicle stopped, Sanders allegedly exited the car and fled on foot across the lanes of I-35. Police reports states he failed to comply with commands to stop, fleeing through an apartment complex at NE Elmwood Avenue and NE Winn Road. Deputies located Sanders allegedly attempting to hide next to a garage at NE 48th Terrace in Kansas City, Missouri, where he was successfully taken into custody.

The Court issued an arrest warrant and set bond at $100,000.

The information above was obtained from the court-filed probable cause statement in case 26CY-CR02224. All individuals mentioned are presumed innocent until proven guilty in a court of law. The charges are allegations only and do not constitute evidence of guilt. The Clay County Prosecutor’s Office remains committed to seeking justice inside the courtroom.

Real Consequence for Fleeing Police

Defendant Mathew M. Hamlet has been sentenced to 6 years in the Missouri Department of Corrections for Aggravated Fleeing from a Lawful Stop (Valentine’s Law) and Tampering with a Motor Vehicle in Case 25CY-CR02089-01 and 6 years for Tampering with a Motor Vehicle in Case 25CY-CR03827-01, with sentences to run concurrently.

The first sentence follows an incident when a Clay County Sheriff corporal tried to pull over a dark Hyundai Elantra after observing an obstructed and expired license plate. The Defendant suddenly accelerated away from the traffic stop, launched a high-speed police pursuit through Clay and Platte counties, drove at speeds between 70 and 100 MPH, ran multiple red lights, and repeatedly turned off the vehicle's headlights and taillights to evade officers. The pursuit ended in Kansas City when the Defendant crashed over a curb and into a light pole, disabling the vehicle. Hamlet fled into the woods after the crash but surrendered to deputies shortly after. A computer check later revealed the vehicle had been reported stolen the day prior.

The other case involved a separate incident when Gladstone police officers tracked a stolen maroon Chevrolet Malibu to a Walmart parking lot after a Flock camera alert. Officers arrested the Defendant in the parking lot, and a VIN check confirmed the car had been reported stolen from Johnson County, Kansas, the previous day.

Fortunately, reports indicate no one was injured in either case. We thank our local law enforcement partners, the Court, and our Assistant Prosecutors for their investigative work and collaboration in ensuring our roadways remain safe for all.

UPDATE 07/09/26 12:30: Sadly there is an update in this case. Just after noon this afternoon officers searching the area located Jackson unresponsive in a pond near the Briarcliff Village on north Mulberry.

Fire and rescue personnel immediately began resuscitation efforts but unfortunately he was declared deceased there at that location.

This will now be a death investigation conducted by members of our investigations bureau. There were no immediate signs of foul play. The medical examiner will determine the cause and manner of death at the conclusion of their investigation.

We are very thankful to the many agencies that provided assistance and resources. KCFD, Gladstone PD, Riverside PD, North Kansas City PD, MO KAN search and rescue and others in the community as well.
