Virginia Board for People with Disabilities (VBPD) The VBPD is the Developmental Disabilities (DD) Council for the Commonwealth. We are champions of meaningful community living.

The Virginia Board for People with Disabilities (VBPD) advocates for better services and supports for people with developmental disabilities and their families. We are Virginia’s Developmental Disabilities Council. The VBPD does not offer direct services but helps create change through its grant projects, through training current and future advocacy leaders, and in its role as a policy advisor to

the Governor, legislators and executive branch agencies. The VBPD works closely with disability advocates and constituent groups on mutual issues and priorities. People with disabilities and their family members play a critical role in identifying needs and having input in policies and programs that affect their lives. Individuals with disabilities, parents or family members of individuals with disabilities comprise 24 of the 39 members of the Board. Their experiences and perspectives guide the ongoing efforts to ensure responsive, individualized and flexible systems of services and supports in our communities.

Check out this photo recap from this week’s quarterly Board meeting! The dedicated members of our Board come together each quarter to make sure Virginians with disabilities have the opportunity to make their own decisions, live independently, and participate fully in community life.

This week, we reviewed our 2027/2028 work plan activities and approved key recommendations that will improve the lives of people with disabilities across the Commonwealth. We also celebrated the upcoming retirement of Executive Director Teri Morgan and recognized our outgoing Board members.

New Virginia Law: Voting Rights Under Guardianship

Historically in Virginia, if a guardian was proposed and appointed for someone with a disability, voting rights were removed unless an argument was made to keep them. As of July 1, 2026, the law is changing.

Now when a guardian is appointed, voting rights will be kept unless an explanation is given to the Court on why they need to be removed.

If your voting rights have been removed, you can work with an attorney to file a petition with the court to get them back or file a layperson’s petition to do this. (This is not a new law.)
