This past weekend was another memorable one for K9 Brix and his handler PO Bechler. They attended the annual WLECHA (Wisconsin Law Enforcement Canine Handler Association) working conference in Manitowoc. The team was awarded the Meritorious Article Find and also won the patrol challenge.
The article find stems from an incident this past summer where K9 Brix was called to track a homicide suspect. While he did not find the suspect, he helped in locating a backpack that identified the suspect who was arrested the following morning.
The patrol challenge was taken on by many of the 140 dog teams that attended the conference. A person was hidden under a raised floor in a business building. K9 Brix was the most precise dog, indicating to nearly the exact square where the decoy was located.
We are proud of Brix and PO Bechler and are thankful we have such an awesome K-9 unit. Congrats Brix and Aron.
We have had some questions about the shelter-in-place alert that was sent out earlier this evening. We will try to explain this as clearly as possible and also hopefully answer all of the questions that have come up.
We use an emergency notification system developed specifically for local public safety personnel to notify the community of time sensitive information or emergencies. The system can reach millions of individuals in minutes and ensure information such as evacuation notices, missing persons, inclement weather advisories and more are quickly shared.
This system allows for the precise targeting of alerts to specific groups of people. We can target recipients based on key characteristics, most specifically geographic location. This is what was used tonight to alert those citizens who were in the area, that there was a potential public safety concern. This is a GPS based system that sends targeted alerts by location in the case of regional threats or evacuations with flexible mapping tools. It uses existing address data to send notifications to recipients within the affected area or draw a geofence boundary and automatically alert any individual who enters that area while the event is in effect.
The system does not send an alert solely based on the fact that a person RESIDES in the area. We will however, always update our social media accounts with any and all information to ensure the safety of our residents who are not in the area at the time of the alert.
We are also aware that people generally want more information about what is happening. While we completely understand this, we also have to balance keeping the public apprised of what is happening while also not jeopardizing the integrity of the investigation.
While no system is perfect, the one we have in place allows us to quickly and effectively communicate with citizens and deliver important safety information and alerts in a timely manner. We appreciate your understanding and will continue to work to provide the highest level of service to the community.
Press release regarding tonight's shelter in place.

Weekly Update!
This past week, Anastasia Medvedev observed a family arrive in the parking lot of Chase Bank appearing to be having a medical emergency with their young son. Anastasia, who speaks fluent Russian, was able to translate for the family and call 911 for them. Anastasia continued to translate for the family throughout the process, including riding along in the ambulance to the hospital where she continued to assist in translating. The child was stabilized at the hospital. Anastasia’s quick actions and ability to obtain information on what occurred in a timely manner were instrumental in helping the young boy.
