Members attended Beacon High School’s Career Day today and met with students, including several interested in becoming future volunteer firefighters. The event included participation from several of our members, as well as a few Junior Members. We hope to welcome some of the attending students into our fire department family in the very near future.

Since 1991, John Steele has been a dedicated and respected member of the Glenham fire family, serving our department and community with unwavering commitment for more than three decades.

John currently serves as an Interior Firefighter, Commissioner, and Treasurer, and previously held the role of Financial Secretary. His leadership and passion for the fire service extend well beyond our department. He is a Past President and current Vice President of the Dutchess County Association of Fire Districts and proudly represents Westchester, Dutchess, and Putnam counties as a Director with the New York State Association of Fire Districts.

Before beginning his fire service career, John honorably served our nation in the United States Air Force, completing his tour in 1977. Professionally, he dedicated 40 years to the systems department for a firm on Wall Street and continues to give back through part-time security work with BCSD, the Dutchess Fairgrounds, and his local church.

John’s commitment to service is shared by his wife, Vicky Steele, who serves as Auxiliary Treasurer and District Secretary. Together, they remain an important part of the Glenham family and enjoy spending their free time in Gettysburg.

John, thank you for your decades of leadership, dedication, and service. Your impact on this department and the community continues to inspire us all.

Glenham Fire District Hosts Regional Training on Fire District Governance and Town Law Compliance

This past Saturday, April 25th, the Glenham Fire District, in conjunction with the Association of Fire Districts of the State of New York, hosted a full-day New York State Fire District Commissioners Training, welcoming approximately 45 participants from fire districts across the region.

The Association of Fire Districts of the State of New York is a statewide organization dedicated to supporting fire districts through education, advocacy, and guidance on governance and compliance matters. Through its training programs, the Association provides essential resources to ensure that fire district officials remain informed on current laws, regulatory updates, and best practices—making its partnership a key component in delivering high-quality, standardized instruction across New York State.

This comprehensive training was designed for members of Boards of Fire Commissioners, as well as district treasurers, secretaries, chiefs, and legal counsel. The program focused on the roles, responsibilities, and best practices essential to effective fire district governance and leadership, while strengthening participants’ understanding of compliance with New York State law.

A significant portion of the training placed emphasis on Town Law Chapter 62, Article 11, with detailed instruction centered on Sections 176 and 176-A—both critical statutes that define the structure, authority, and operational responsibilities within a fire district.

Section 176, which addresses the powers and duties of fire district commissioners, was explored in depth. Participants examined how this section governs administrative authority, financial oversight, budgeting, and the proper management of district resources. The training reinforced the importance of transparency, accountability, and adherence to statutory requirements in all board actions.

Equally important was the focus on Section 176-A, which outlines the duties and authority of the chief and assistant chiefs. This portion of the training emphasized the chief’s exclusive operational control over the fire department at incidents, inspections, and official functions, as well as their responsibility for personnel, apparatus, and equipment. The session highlighted the clear distinction between governance and operational command, reinforcing that while the Board of Fire Commissioners establishes policy and oversight, the chief is responsible for ex*****on and on-scene leadership.

Additional discussion addressed the chief’s responsibility to enforce district rules, report to the Board, and maintain accountability among members. The training also clarified the chain of command in the absence of the chief and reinforced the statutory prohibition against interference by commissioners during active operations—an essential principle for maintaining safe and effective incident management.

He currently provides legal counsel to numerous fire districts throughout New York State, offering a unique and practical perspective to those in attendance.

The training fostered an engaging and collaborative learning environment, encouraging participants to exchange ideas, ask questions, and share experiences related to governance challenges and operational best practices. Chief Tim Laffin

The officers and members of the Slater Chemical Fire Company extend our deepest condolences to our brothers and sisters of the Hughsonville and Wappingers Falls Fire Departments on the passing of Tim Laffin, former Fire Chief of both departments.

Chief Laffin began his service to the fire community at just 14 years old, dedicating his life to protecting others. Over the years, he exemplified strong leadership, unwavering commitment, and a deep sense of duty to his community. His distinguished career has left a lasting impact on all who had the honor of serving alongside him.

**PUBLIC NOTICE**

The Glenham Fire District hereby announces the appointment of Jenna Mazzacone to fill a vacancy on the Board of Fire Commissioners.

Such vacancy was created by the resignation of Commissioner Mark Matthews, Jr., who was no longer eligible to serve due to his relocation outside the boundaries of the Glenham Fire District. The Board extends its appreciation to Commissioner Matthews for his years of dedicated service.

Pursuant to applicable law, Jenna Mazzacone has been duly appointed to serve as Fire Commissioner and shall fulfill the duties of such office in accordance with New York State Town Law § 176. Ms. Mazzacone shall serve for the remainder of the unexpired term through December 31, 2026.

In accordance with New York State law, the vacancy for the remainder of the five (5) year term shall be filled at the next annual fire district election in December, at which time a qualified candidate shall be elected by the eligible voters of the Glenham Fire District.
