Effective June 5, 2025, Paul Miller's Law (Pennsylvania Distracted Driving Law) makes it illegal to use a hand-held cell phone while driving. This includes phones, smartphones, PDAs, portable computers, and other devices capable of communication, gaming, social media, or browsing the internet. Drivers will be stopped by the police if they have a mobile device in their hand while driving, even if temporarily stopped at a traffic light or stop sign.

This law is named in memory of Paul Miller, who tragically lost his life in 2010 when a distracted driver crossed a center grass divider and crashed head-on into his car. Paul Miller's Law seeks to honor his memory by combating distracted driving and making Pennsylvania's roads safer.

Effective June 5, 2026, penalties will go into effect and citations may be issued:

Penalties:
$50 fine for using an interactive mobile device (IMD), plus court costs and fees.
Homicide by Vehicle: If distracted driving leads to a fatality, offenders may face up to 5 years in prison.

Exceptions:
Pulling over: Drivers may use a device if they pull over to a safe location off the highway.
Emergency use: Hands-free calls are allowed for emergencies, such as contacting law enforcement or emergency services.

McElheny Road will be closed on Wednesday from 7:30 am until approximately 2:00 pm between S. Clearview Drive and Chipper Drive for continued tree removal.
