Councilmember Chris Boyette has been selected to serve another term on the North Carolina League of Municipalities’ Legislative Policy Committee. Boyette was initially appointed to the committee in 2024.

“The Legislative Policy Committee plays an integral role in developing a set of policy goals that reflect the needs of municipalities across the state,” said NCLM President and Clayton Mayor Jody McLeod. “Representing municipalities of varying population sizes and geographic regions, the committee will drive the League’s advocacy strategy, ensuring that it encapsulates the collective priorities of cities and towns. These committee members have a firsthand understanding of municipal governance, and we are grateful for their leadership and guidance.”

The committee’s work over the next few months will ultimately result in the development of NCLM’s Legislative Goals.

Directing NCLM’s Legislative Goals development process, committee members review and vet policy proposals from across the League’s full membership. After review by the NCLM Board of Directors, and a final vote by member cities and towns, the aim is an advocacy agenda that is both focused and reflects the priorities of all the state’s municipalities.

Missed last week’s Council meeting? Here’s a quick recap of some key decisions and discussions.

■ Tourism Board Update: Wayne County tourism brought in $27M in visitor spending, 1,273 jobs & $13.72M in tax revenue in 2024. Council gave staff approval to explore funding options to repair cracked tennis courts at Herman Park after the United States Tennis Association moved this year’s State Singles Tournament elsewhere. Fixing the tennis courts could cost between $159,000 and $252,000.

■ Historic District Commission Update: The HDC is working on updating the historic district design standards to comply with a 2020 update to the general statutes. The Commission is also working toward achieving Certified Local Government (CLG) status through the State Historic Preservation Office, which would result in grant eligibility.

■ ABC Board Presentation: Wayne County ABC General Manager Darnay Barefoot presented a distribution check for $86,211 to the City of Goldsboro. In total, the Wayne County ABC Board distributed $188,775 to the City of Goldsboro for FY2025-2026. Voters will decide on alcohol sales referendums this November.

■ Crawford Street Rezoning: Council approved a request to rezone property on Crawford Street from Residential-RM-9 to Residential-6 Conditional to allow for the construction of three single-family homes.

■ Special Use Permit (crematorium): Council approved a special use permit for the establishment of a crematorium at 1409 West Grantham Street.

■ Unified Development Ordinance Amendment: The Planning Department presented text amendments to the section of the UDO that specifies regulations regarding places of entertainment such as bars, nightclubs, pool halls and microbreweries. The updates include creating a new definition for a place of entertainment and increasing the permitted number of places of entertainment per block face from two to three in the Central Business District.

■ FY26-27 Community Development Annual Action Plan: Council approved the FY 2026-27 Annual Action Plan, which outlines how an estimated $582,480 in federal Community Development Block Grant (CDBG) and HOME funding will benefit low-to-moderate income residents.

■ Noise and animal ordinances: Council approved amendments to the noise and animal ordinances. The updated noise ordinance clarifies quiet hours, which are between 9 p.m. and 7 a.m. Sunday through Thursday and between 12:01 a.m. and 7 a.m. on weekends or city-recognized holidays, unless otherwise authorized by a permit. The updated animal ordinance addresses the number of pets an individual can own (no more than four cats and/or four dogs over the age of four months) and limits tethering to two hours within a 24-hour period.

Wayne County ABC General Manager Darnay Barefoot presented a distribution check for $86,211 to the City of Goldsboro during the Aug. 3 City Council meeting.

Distributions come from the proceeds of ABC sales. The Wayne County ABC Board gave the City of Goldsboro $188,775 in distributions for FY2025-2026.

Here's a closer look at the new West Oak Pocket Park.

The City of Goldsboro and the Housing Authority of the City of Goldsboro celebrated the opening of the park with a ribbon-cutting on Monday, Aug. 3. The West Oak Pocket Park is part of the Choice Neighborhoods Planning initiative led by the Housing Authority of the City of Goldsboro, with the City of Goldsboro serving as an active partner.

🚧 Road closure notice 🚧

A 51-year-old bridge in Wayne County was closed this week, so crews can demolish it and replace it with a modern structure.

A contractor for the N.C. Department of Transportation has closed Davis Mill Road over the Aycock Swamp, which is halfway between Goldsboro and Wilson.

A signed detour is sending drivers onto Black Creek Road, N.C. 211, Reid Town Road and Turner Swamp Road. They should be mindful of the longer commute and be alert near the work site.

The road with the new bridge is expected to reopen in February.
