Three Eagles Rotary welcomed Kelly Arnold, Deputy City Manager for the City Government of Goldsboro, NC, who gave us an inside look at the City’s plans for improving Goldsboro’s streets.

Kelly discussed the City’s comprehensive assessment of street conditions, the $1.2 million in improvements currently underway, and a significantly expanded $3.2 million street improvement program planned for the coming year. He also explained how the City decides whether a street needs complete reconstruction, resurfacing, or preventive maintenance, and how City projects differ from NCDOT projects.
