GP United is committed to spreading FACTS about this administration. Dr. Susan Hull has decided to falsely accuse our PAC of spreading lies. You be the judge.
ISSUE #2
The district takes issue with our position that we should not be engaging in "no bid" contracts with a vendor who her father - Hubert Simpson is Chairmen of the Board of Directors.
OUR RESPONSE:
Let me begin by saying that according to documents we obtained from Region VIII ESC we have not only purchased software, but "services" as well. What kind of services? To be honest, we don't fully know the scope of what has been spent with this particular vendor.
Let us deal with the issue of CSCOPE and assume that is the only item we have ever purchased from this vendor.
First fact, we purchased CSCOPE in 2008 shortly after the company was founded. We were one of the very FIRST districts in Texas to implement this software/curriculum and we had TONS of problems with the software and still do today!
For example, middle school science teachers were told that CSCOPE had great lessons that we were to begin teaching when the software was first provided to us back in 2008. When we opened up the application what did we find?
There were no lessons! NOTHING THAT WE COULD USE. Yet, we paid over a $100,000 for this module alone!
Another true story. We purchased the Social Studies module as well from this vendor. When the social studies team looked at the lesson they were suppose to teach about the original 13 US Colonies - CSCOPE provided 15 colony names!
The teachers knew then that this software was not ready for "prime time". We were the guinea pig and GPISD teachers have spent thousands of hours rewriting lessons to fix this crappy product that was sold to us.
Did we ask for a refund or even a credit? NOPE. WHY NOT?
Guess what happened to many of those lessons and fixes that GPISD teachers made? They went back to CSCOPE who took ownership of them so they could resell they product to another district in Texas!
So not only did we get a crappy product from this vendor whom her father is Chairmen of the Board, but we helped them fix the product so they could sell it to others.
This is why EVERY MAJOR PURCHASE MUST BE BID OUT!
The district fails to mention that there are many other science, math, social studies and english curriculum's that could have been competitively reviewed.
For example, SpringBoard is an online math curriculum that is replacing CSCOPE Math in some of our failing schools. Now if CSCOPE was such a great thing, why are we now taking it out and putting something else in?
The answer is simple to GP United. We purchased a poorly designed product, on a no bid basis partly because Dr. Susan Hull's dad was Chairmen of the Board!
So you be the judge - Did we do a favor for her daddy? Did we do a favor for her son?
GP UNITED wants an ethics policy in place that PREVENTS these abuses from ever happening again.
This is NOT ABOUT technical legalities of whether you are required under State law to bid a project out. This is about HONEST, OPEN AND TRANSPARENT purchasing practice where NO FAVORTISM is shown and our students receive the best resources available to them!
