Mr. and Mrs. Claus, Santa’s Elves and North Pole Security Team would like to thank everyone who helped with this event. Santa said we are, “the best little village on the north shore, along a Grand river.” He said there’s lots of love and kindness here in the GRV.
Ya know, I think he’s right!

North Pole Command has sent 2 elves to place a “Letters to Santa” mailbox at the old post office, next to Sammy’s. They are going to be staying in town, on a secret mission, until Christmas. You probably won’t see them, as they are masters of disguise, but always watching.
Let’s really show them our Grand River Christmas spirit with lights, decorations and goodwill to all.
Our tiny village is a favorite of Santa and Mrs. Claus. Don’t forget to come see them, in the park, December 17th from 5:30pm-7:30pm 🎄

Text from a mom in the twp behind GRV approx 3pm today.
Alert:
Zac was walking home from his friend's house today and a large black SUV pulled off the street and stopped directly in front of him. He saw the driver step out, so Zac ran by on the opposite/passenger side. The man stood and watched until Zac arrived at our driveway- at which time he got back in the car and sped past our house.
According to our Ring cam, it appears to be either a Tahoe or Yukon. Zac described the person as thin with brown hair.
Be safe everyone, keep an eye on your kids and forward to anyone else with kids in the neighborhood.

Get out and enjoy this nice weather!
You may see Donna and Jennifer out delivering flyers about the tax levy on the ballot in November.
Our goal is to make sure everyone is aware of the situation and why we are asking for an increase.
Stop and say hi if you have any questions!

Fire at Jackson Towers Apartments

At approximately 10:20 p.m. on Saturday, October 15, the Painesville City Fire Department was notified of an automatic fire alarm at Jackson Towers Apartments, 200 W Jackson Street. PCFD units arrived two minutes later to find smoke and fire coming from a second-floor window of the building. Apartment occupants were still in the process of evacuating.

Automatic Mutual Aid was dispatched and a MABAS alarm was struck to bring additional assistance to the fire scene. Additional EMS units were special-called to the scene as well. Occupants were directed to shelter in place until they could be safely escorted from the building by fire personnel.

PCFD attacked the fire using a transitional attack from the outside while additional fire personnel carried hoses in to attack the fire from the stairwell standpipe.

One adult male occupant was treated for smoke inhalation and transported to Tripoint Medical Center in Concord. Another occupant was also transported to the hospital for minor smoke inhalation. Several occupants of the apartment building were evaluated and treated on the scene. There were no firefighter injuries.

PCFD received Automatic Mutual Aid from Painesville Township Fire Department, Concord Twp Fire Department, Fairport Harbor Fire Department and Grand River Fire Department, and received Mutual Aid from the Perry Joint Fire District, Madison Fire District, Mentor Fire Department, Willoughby Fire Department, Highland Heights Fire Department, Eastlake Fire Dept., Wickliffe, OH Fire Department and Willowick Fire Department through our MABAS alarm system. Painesville Police Department, Painesville Electric and Dominion Gas were also at the scene.

The fire is currently under investigation and no cause is available at this time. The initial damage is estimated at $250,000.

This gentleman is one of your Grand River Village Councilmen, Mario Eldridge.
He IS the Information Technology department for GRV. We don’t pay him for all the extra work he puts in for us. I can’t even imagine what we would owe him for his expertise and time.
He used to run Channel 12 Grand River until it became obsolete. He now maintains our computers, website, emails and much more, in his spare time.
I’d like to express my gratitude to Mario and all the people giving their time and talents to enrich The Village of Grand River.

Thank you 🙏

Sincerely,

October 8, 2022

Dear Grand River Residents,
This November 8th 2022, you will be asked to vote on a RENEWAL of our current 5 mill levy that was originally passed 14 years ago. This levy is asking for the RENEWAL with an increase of 3 mills. The levy we currently have has a discount of 12.5%. You are not taxed on that reduced amount which is a savings and we have structured the levy so that you will not lose this discount on the renewal. The increase of 3 mill will not include it.

The Tax Impact
Currently, our levy costs us $106.68 annually, per $100,000 market value.
An additional 3 mills would cost $105 annually, per $100,000 market value.
Total cost would be $211.68 annually, per $100,000 market value.
That is $17.64 a month if you approve this levy (per $100,000 market value)

Why we need this new levy and what is important for you to know…

• We are paying our firefighters 27% less per hour than average for Ohio. We have an agreement with Painesville Twp Fire Department whereby they staff our department with one of their firefighters as long as we staff it with one firefighter. Even so, we have had to temporarily close the GRFD recently due to lack of staffing.
• We are paying our police 58% less than the average for Ohio. We have staffing issues. Luckily, the Sheriff’s department recently donated two SUVs to GRPD.
• We are paying our Street Department minimum wage. We have staffing issues. Sometimes there is nobody to plow, mow or remove trash from the park.
• We need to replace some of our streets, badly. With additional funding we can solve some of these issues and begin to invest in our future.

If you have questions or concerns about this letter, please contact me. I want all our voters to be informed and feel good about their decision. Thank you for your time, I hope to hear from you.

Sincerely,

Grand River Mayor and Council

Explosion near Fairport
An important event at Fairport was the explosion of about eight tons of nitroglycerin in a magazine located on the West Bank of Grand River opposite the village that occurred November 1, 1870. During the Civil War and until the time of the explosion there was a nitroglycerin factory located on the east bank of Grand River at the edge of town, with storage buildings on the west side of the river. This factory was owned and operated by Caesar A. Grasselli and Lamont DuPont, the heads of two families now famous in America as manufacturers of chemicals. This account of the explosion is condensed from an article in the Painesville Telegraph in November 1934.

There were two magazines containing 16,000 pounds of nitroglycerin which exploded at 4:45pm November 1st. Four men, employees of the Lake Shore Nitroglycerin company, who were working at or near the magazines, were killed, and their remains never found. They were Pat Scribner, M. Malone and his son N.Malone, and Ed Duncan. Two men who happened to be looking toward the magazines when the explosion occurred said the four workmen disappeared as completely as a candle light is snuffed out.

At the time there were more than 1000lbs of
Nitroglycerin in the factory on the east bank that did not explode. The blast left a large deep pit where the magazines had stood that soon filled with water and formed a small pond. The sound of the explosion was heard for many miles and the jar was felt in Buffalo 150 miles away, and in that part of Canada directly across the lake. Warehouses along Grand River were demolished, buildings in town were shattered, windows broken, chimneys tumbled down, heating stoves turned over and trees were twisted, many being thrown entirely to the ground. Many pathetic stories have been told of hardships caused by the blast. Mrs. George F Rogers, the Fairport lighthouse keeper, was sick in bed. The door of her room was blown from it’s hinges, carried across the room and struck her as she lay helpless. Canaries were killed by the concussion. Residents shivered in the cold night air, most of them unable to have fires in their homes because of wrecked chimneys or stoves. Many came to Painesville where they were given shelter. A herd of cows in Perry where thrown to their knees. Boards were knocked from a barn in Hartsgrove; a stover overturned in Ashtabula city. The story is told that Pat Scribner’s small daughter had left the magazine five minutes before the blast. She had taken her father’s lunch to him.

We have no report of damage on the Headlands but there must have been some damage to houses and other buildings. The immediate cause of the explosion was never determined. The nitroglycerin company suffered a loss of $40,000 and they did not rebuild. The people of Fairport have realized the danger they constantly faced with so much high explosive stored near the town. A previous smaller explosion on September 18, when 2000lbs of nitroglycerin exploded, had aroused the anxiety of the people. At that time many windows in the village were broken, and the house of James Dayton was badly damaged. The company at various times had been requested to leave the community. Petitions had been sent to state legislature asking for laws to compel manufacturers of high explosives to be a safe distance away from an inhabited district.
