There have been many reported incidents of children operating e-bikes and e-scooters and disobeying traffic laws, with several near misses with cars on the roadways in Granger. I have stopped some of the e-bikes and warned the children operating them to obey traffic laws, and the parents were also notified of the violations.
On Monday, August 10, 2026, the Granger City Council passed a City Ordinance governing the use of electric bicycles, electric scooters, mini motorbikes, pocket bikes, and gas-powered motorized toys. I have provided excerpts from the ordinance below. Please read it and pass it along. City of Granger, Texas — Electric Bicycle & Electric Scooter Regulation Summary
⚙️ Purpose
This ordinance establishes rules for the operation of electric bicycles and electric scooters within the Granger city limits. It defines vehicle classes, sets operational and safety requirements, prohibits certain motorized devices, and outlines penalties for violations.
📘 Section 1 — Operation
Authorizes the operation of electric bicycles and electric scooters on public streets and highways within the city.
Operation must comply with federal, state, and local laws.
Riders must follow all standard traffic laws applicable to bicycles.
📘 Section 2 — Definitions
Electric Bicycle (E‑Bike)
A bicycle equipped with a motor not exceeding 750 watts.
Classified into three categories:
Class 1: Pedal‑assist only; motor cuts off at 20 mph.
Class 2: Throttle‑assist; motor cuts off at 20 mph.
Class 3: Equipped with a speedometer; Pedal‑assist; motor cuts off at 28 mph.
Electric Scooter
A stand‑up or seated scooter powered by an electric motor, typically with handlebars and a floorboard.
📘 Section 3 — Restrictions
Sidewalk Restriction:
Riders may not operate e‑bikes or e‑scooters on sidewalks unless specifically permitted by signage.
Street Restriction:
Operation is limited to streets with a posted speed limit of 35 mph or lower, unless a designated bike lane is present.
Unimproved Surface Restriction:
E‑bikes and e‑scooters may not be operated on unimproved surfaces, including:
Dirt trails
Vacant lots
Construction areas
Any non‑paved public property
Helmet Requirement:
Riders under 18 must wear a helmet meeting recognized safety standards.
Lighting Requirement:
Night operation requires:
A white front light visible from 500 feet
A red rear light or reflector visible from 300 feet
📘 Section 4 — Prohibited Vehicles
The following devices are not permitted on public property or public rights‑of‑way:
Mini‑motorbikes
Pocket bikes
Gas‑powered motorized toys
Any similar device not meeting state definitions for bicycles or scooters
📘 Section 5 — Penalties
First Offense: $50 fine
Second Offense: $100 fine
Third Offense: $500 fine
Each day a violation continues may be treated as a separate offense.
Officers may issue citations for unsafe operation or failure to comply with equipment or restriction requirements.
Additional administrative penalties may apply for hazardous or negligent operation.
