KCEOC CAP Inc. is now accepting applications for the new Low Income Home Energy Assistance Program (LIHEAP) Summer Subsidy Component. Applications will be accepted from August 3 through September 11, 2026, or until designated funds are depleted on a first-come, first-served basis. The program is designed to help offset the cost of a household's electric bills. Income eligibility for the program is up to and including 150% of the Federal Poverty Guidelines. Benefits are paid directly to the electric vendor.

Only one person from each household should apply.

If the designated representative (person applying for benefits) is not the head of household or spouse, the representative must have a signed statement giving authorization to apply for the household. Applicants who are unable to apply for themselves or individuals without a designated representative can contact KCEOC LIHEAP staff for assistance or to make other arrangements.

Required Documents:

Applicants must provide the following documentation:

1.Proof of Social Security Number or Permanent Residence card (Green Card) for each member of the household.

2.Proof of all households’ (all members) income from the preceding month.

3.Photo ID (Driver’s License/State Issued Photo ID)

4.Most current electric (utility) bill or statement from your landlord if electricity is included in your rent, or statement from the utility company if you participate in a Pre-Pay.

5.If the electric account is not in the name of the applicant or another adult household member, verification of home energy cost will be required.

*Additional documentation may be requested as needed for program compliance.

KCEOC CAP provides LIHEAP benefits in Knox County, KY.

LIHEAP is available in all Kentucky counties. Clients outside KCEOC’s service area can request additional information about LIHEAP from their local community action agency or from Community Action Kentucky (CAK) at 1-800-456-3452 (TTY available for the hearing impaired).

Anti-Fraud/Misuse Warning: Do NOT give false information or hide information to receive LIHEAP benefits. You may only use LIHEAP benefits for your household. Misuse could result in termination of your LIHEAP benefits, and you could be prosecuted for fraud. Report any information about fraud or misuse of LIHEAP benefits by calling the Fraud Hotline at 1-800-372-2970.

Applicant Rights: Each applicant will be informed of their rights should they be denied assistance. Should the applicant not be satisfied with the local decision, they may further appeal to the Cabinet for Health and Family Services.
