Naval Service Training Command NSTC transforms volunteers into Sailors and Naval and Marine Corps Officers through training and education. This is the Foundry that strengthens the Fleet.

We supply the Fleet with leaders ready to serve and fight through RTC, OTCN, and NROTC. NJROTC builds civic service, leadership, and excellence. Naval Service Training Command transforms volunteers into service professionals who embody the Navy’s core values and warrior ethos. Through disciplined training and education, NSTC forges civilians into Sailors and into Naval and Marine Corps Officers. N

STC ensures the Fleet is supplied with leaders ready to serve, strengthen, and fight on behalf of the Nation through Recruit Training Command, Officer Training Command Newport, and the Naval Reserve Officers Training Corps. NSTC also leads the Navy Junior Reserve Officers Training Corps, a citizenship development program that empowers high school students to grow as leaders, embrace civic responsibility, and pursue excellence in life.

The Chief of Naval Operations Daryl Caudle released CNOte #8, titled the “Continuous Improvement as Warfighting Advantage,” reinforcing that the Navy’s enduring edge is its ability to learn, adapt, and improve faster than any adversary. Building on “The Way We Fight” (CNOte #4), the message outlines the Navy’s push to institutionalize continuous learning across the Fleet through the Tiered Learning System (TLS) — transforming lessons from operations, exercises, maintenance, and near misses into rapid, Fleet-wide improvements that strengthen readiness, resilience, and lethality.
