MAJ Dwayne Kelley.
(OIF 6-24-2008, 432nd Civil Affairs Battalion, 353 Civil Affairs Command)

Major Dwayne Kelley, 48, was killed by a bomb blast in Sadr City, Baghdad on June 24, 2008, which killed three other Americans. He was assigned to the 432nd Civil Affairs Battalion and was serving his third tour in Iraq. MAJ Kelley graduated from John F. Kennedy High School in Willingboro, NJ and earned his bachelor's degree in Psychology from Rutgers University, actively participating in Kappa Alpha Psi Fraternity, Inc.. He entered the Army in 1978 and served as a light wheel vehicle mechanic until 1981. MAJ Kelley commissioned into the Ordnance branch of the U.S. Army Reserve in 1985 upon graduating from Rutgers, reclassified to Military Police in 1999, and became a Civil Affairs officer in 2004, serving in assignments with the 404th Civil Affairs Battalion, Airborne and 353rd Civil Affairs Command. In civilian life he served as a state trooper with the New Jersey State Police starting in 1988, reaching the rank of Detective Sergeant First Class. MAJ Kelley spoke fluent Arabic, and participated in numerous counter-terrorism efforts with the FBI and New York State Police. He is survived by his wife, two daughters, mother, and several other family members.

For the first time in history, the Army Reserve has three Lieutenant Generals serving at the same time.

We didn’t have our first until 2001, and, until 2020, only one has served at any given time.

This class includes more Army Reserve firsts:

Me, the first woman to be the Chief of Army Reserve,

LTG Roper, the first African-American in the Army Reserve to pin on his third star, and,

LTG Waddell, the first to occupy an Active Duty 3-star billet since James Doolittle... Yes – THAT Doolittle; he was an Army Reserve Aviator in the
Army Air Corps during World War II.

I am humbled to be a part of this historic group.

The COVID-19 pandemic hit the world hard and Lithuania was no exception. The number of positive COVID cases in Lithuania soared during the winter of 2020-2021 causing Lithuania to become one of the hardest-hit countries in Europe. The country experienced great strain on its medical systems and ability to treat critical patients. The U.S. Embassy-Vilnius and CAT 3234 worked diligently and creatively to assist their NATO allies through this hardship.
The greatest COVID relief effort came through the donation of 2,000 pulse oximeters to the Lithuanian Ministry of Health (MoH). CAT 3234 (SFC Joseph Buth, SSG Kristin Dodds, and SGT Karissa Martin) participated with the U.S. Embassy-Vilnius Office of Defense Cooperation staff in a U.S. Department of Defense donation carried out through EUCOM (U.S. Military European Command) and the U.S. Embassy. The MoH will distribute the machines to health care providers who can then dispense the oximeters to COVID-positive patients with symptoms that need to be monitored but do not require hospitalization, enabling patients to self-monitor at home. The pulse oximeters will greatly reduce the number of hospitalizations due to COVID, which will help reduce the opportunity for the virus to spread and ease the burden on the medical system.

The great partnership between the United States and Lithuania is one that will continually persevere no matter what challenges the world faces. The two countries will grow stronger together in the face of adversity and will refuse to let a pandemic cast doubt over the unwavering strength and resolve of the NATO alliance.

Soldiers of the 432d CA BN assigned to the 1st Cavalry Division in Poznan, Poland completed a traditional Spur Ride which tested Soldier’s warrior skills and Cavalry history. Soldiers were challenged physically and mentally with an ACFT test, Call-for-fire, actions on enemy contact, medical triage, first aide, 9-line MEDEVAC, weapons familiarization and capabilities, the Army Values, and the history of lore of Fiddler’s Green. 4 Soldiers from the HQ and C Co were awarded the coveted silver spurs, sponsored by 432d Soldiers who are current spur holders and Cav veterans.
By engaging and participating in our supported unit’s traditions and challenges, the 432d CA BN (FWD) builds a relationship based on mutual trust and shared sacrifice.

During a 2 day training event, CAT 3231 taught 80 cadets the importance of Civil Affairs in the Military Decision Making Process, leadership, troop leading procedures, roles and responsibilities of the NCO, and several different battle drills.
Thanks to this training both US and Romanian troops have a larger base of knowledge in the tactical and technical aspects of their varied basic Soldier skills. Thanks to the Cadet Academy for inviting the team in to teach the classes. It’s always appreciated to be included in such a collaborative manner!

Nelson Mandela said, “Education is the most powerful weapon with which you can change the world.” Partnering with organizations whose main goal is educating Lithuanian youth has become a focus for CAT 3234. The Generolo Povilo Plechavičiaus Kadetu Licejus (Cadet Lyceum) in Kaunas has been a significant partner to U.S. Forces for over two years and CAT 3234 in conjunction with the U.S. Embassy-Vilnius American Center and Host Nation partners was able to demonstrate multinational support of the Cadet Lyceum’s mission through the donation of over 100 books, magazines, and DVDs. The educational materials were compiled over the past month and were presented to the school on behalf of the JAV Ambasada Vilniuje / U.S. Embassy Vilnius, 2-8 CAV, 1ABCT, 1CD, Lithuania Armed Forces, and Generolo Jono Zemaicio Lietuvos Karo Akademija (Lithuanian Military Academy). All of the donated materials were related to U.S. and Lithuanian Military topics; about half were written in Lithuanian while the other half was in English. All partners in this effort were grateful for the opportunity to assist in advancing the students’ military education and English language skills and value the Cadet Lyceum’s dedication to educating youth with an understanding of the value of NATO partnerships.

Our Romania team continues to find ways to make an impact. CAT 3231 conducted Civil Engagements in Sibiu, Cincu, and Brasov last week. Meeting with Mayors and prefects to inform them of Defender 21. As well as distributing 85 hygiene kits in Cincu with the Red Cross. The team continues to make progress forward and building on the relationships that are imperative to a successful mission!

Part of maintaining a strong civil society is the operation of youth programs and the tradition of passing on practical knowledge and skills to the next generation. The World Organization of the Scout Movement (WOSM) is the largest international scouting organization and one of its members, the Lithuanian Scouts, or Lietuvos Skautija, is the primary scouting organization of Lithuania with over 1400 members and a scout center in the capital city of Vilnius. At the Vilnius Scout Center, Vilniaus Skautu Centras, Lithuania’s Scouts participate in one of three programs, including Scouts, Sea Scouts and Air Scouts. The organization has occupied the five room Center since 2000 and local Scout Leaders began efforts in early 2020 to renovate it, but improvements are coming along slowly due to reliance on 100% volunteer efforts. CAT 3234 (SFC Joseph Buth, SSG Kristin Dodds and SGT Karissa Martin) identified the need for additional assistance along with their Linguist, who is a Scout Leader. The Team organized Soldiers from 2-8 CAV and Lithuanian Armed Forces to join efforts with two Scout Leaders on Saturday, March 13th to spend the day renovating the Center. The group provided assistance with plastering, sanding, priming and painting walls. They were able to completely prepare and paint the main room, completed plastering in a second room, and sanded and primed the main hallway. The Scout Leaders were extremely grateful for the support and communicated that it will positively impact hundreds of youth Scouts, Scout Leaders, and parents to have clean and safe rooms for the Scouts to attend meetings and activities.
