With the weather warming up and residents getting out and doing some yard work, we would like to remind you of some of the City of Greene’s Ordinances.

135.03 PLACING DEBRIS ON.
It is unlawful for any person to throw or deposit on any street or alley any glass, glass bottle, nails, tacks, wire, cans, trash, garbage, rubbish, litter, offal, leaves, grass or any other debris likely to be washed into the storm sewer and clog the storm sewer, or any substance likely to injure any person, animal or vehicle.

150.03 PLANTING RESTRICTIONS
No trees shall be planted in any parking or street or right-of-way except in accordance with the
following:
(1) City Clerk or City Public Works approval. Prior approval of the council is required
prior to planting the trees in any park, street or right-of-way.
(2) Prohibited Trees. No person
shall plant any fruit bearing tree or any tree of the kinds commonly known as cottonwood,
poplar, boxelder, Chinese elm, evergreen, willow, black walnut, Maple or any Ash tree.

150.05 DUTY TO TRIM TREES.
1. The owner or agent of the abutting property shall keep the trees on, or overhanging the street, trimmed so that all branches will be at least 15 feet above the surface of the street and 8 feet above the sidewalks.

50.02 NUISANCES ENUMERATED.
The following subsections include, but do not limit, the conditions that are deemed to be nuisances in the City:
9. Weeds, Brush.
A. Dense growth of all weeds, vines, brush or other vegetation in the City so as to constitute a health, safety, or fire hazard. Unless a variance is allowed by resolution of the Council, grass, weeds, brush, or other uncultivated plants, except trees, shall be cut, mowed, and maintained so as to not exceed the following height specifications:
(1) Developed Residential Areas – not to exceed six inches.
(2) Undeveloped Residential Areas – not to exceed eight inches.
(3) Business and Industrial Areas – not to exceed six inches.
(4) Agricultural Areas – not to exceed 12 inches.
B. ANNUAL PUBLICATION OF THIS CHAPTER WILL SERVE AS NOTICE TO PROPERTY OWNERS.

Since some need reminded.....................
ORDINANCE 136.03 REMOVAL OF SNOW, ICE, AND ACCUMULATIONS. The abutting property owner shall remove snow, ice, and accumulations promptly from sidewalks. If a property owner does not remove snow, ice, or accumulations within 24 hours, the City may do
so and assess the costs against the property owner for collection in the same manner as a property tax. The abutting property owner may be liable for damages caused by failure to remove snow, ice, and accumulations promptly from the sidewalk.
(Code of Iowa, Sec. 364.12[2b & e])
Fees are set by Resolution.
The fee was set to $200 on July, 8th, 2024. RES. 2024-30

THIS IS YOUR NOTICE. ANY VIOLATIONS WILL BE SUBJECT FINES.

69.10 SNOW REMOVAL. No person shall park, abandon, or leave unattended any vehicle on any
public street, alley, or City-owned off-street parking area during a snow emergency. A snow
emergency is deemed to exist when one inch or more of snow or ice has accumulated upon the
City streets. A snow emergency parking ban shall continue from the accumulation of one inch
or more of snow or ice on the City streets through the duration of the snow or ice storm and
the 24-hour period after cessation of such storm unless the snow or ice has been removed or
plowed from said street or alley and the snow has ceased to fall and until all of the streets and
alleys are cleaned of all of the snow or ice and the snow has ceased to fall or blow. The streets
and alleys are defined in Section 1.02(1) and (19) of this Code of Ordinances

135.12 DUMPING OF SNOW. It is unlawful for any person to throw, push, or place or cause to
be thrown, pushed or placed, any ice or snow from private property, sidewalks, or driveways
onto the traveled way of a street or alley so as to obstruct gutters, or impede the passage of
vehicles upon the street or alley or to create a hazardous condition therein; except where, in
the cleaning of large commercial drives in the business district it is absolutely necessary to
move the snow onto the street or alley temporarily, such accumulation shall be removed
promptly by the property owner or agent. Arrangements for the prompt removal of such
accumulations shall be made prior to moving the snow.

136.03 REMOVAL OF SNOW, ICE, AND ACCUMULATIONS. The abutting property owner shall
remove snow, ice, and accumulations promptly from sidewalks. If a property owner does not
remove snow, ice, or accumulations within 24 hours, the City may do so and assess the costs
against the property owner for collection in the same manner as a property tax. The abutting
property owner may be liable for damages caused by failure to remove snow, ice, and
accumulations promptly from the sidewalk.

135.14 MAILBOXES. From and after the final passage and approval of the ordinance codified by this section, no new mailboxes may be installed in the City except cluster type mailboxes approved by the City and the United States Postal Service (hereinafter referred to as “Postal Service”) or individual mailboxes placed in clusters. Mailboxes presently in use shall be removed and replaced as herein specified:
5. All patrons shall be solely responsible for any damage to the mailboxes, including any damages resulting from City plows removing snow from the City streets, and, in addition, the patrons shall be responsible for the removal of the snow around and in front of the mailbox. The City shall, in no way, be responsible for the removal of the snow or the damage to the mailboxes.
