Hydrant Flushing in the village will take place from April 20-29. Tentative schedule will be as follows:

April 20-21 – hydrants North of Genesee St
April 22 – hydrants South of Genesee St
April 23 – hydrants West of Route 12
April 27-28 – hydrants East of River

Signs will be placed near streets where hydrant flushing is happening, as a reminder.

You MAY experience discolored water and/or low water pressure during the time of hydrant flushing. If you experience discolored water, run the water for a few minutes until it runs clear. Please check your water before washing clothes, as white clothes may stain.

Subject: Notice Regarding Roofing Permits and Temporary Contractor Signs – Village of Greene.

Following the recent hail storm, the Village of Greene has observed an increase in contractors performing roofing work and installing signage throughout the community. The Code Enforcement Office would like to remind all contractors and property owners of the following requirements:
Contractor Sign Regulations – Village Code §97-6(L)
Temporary contractor signs are permitted without a permit or fee only under the following conditions:
• Limited to one sign per project
• Maximum size of 12 square feet
• Must clearly identify the architect, engineer, contractor, and/or owner
• Must be located on the premises where construction is in progress
• Must be removed promptly upon completion or discontinuance of work
Any signs not meeting these requirements are considered in violation of Village Code.
Enforcement – Village Code §97-11
The Code Enforcement Officer is authorized to:
• Issue written notices of violation
• Removal of illegal signs
• Take any necessary action to ensure compliance
Violations may result in:
• A fine of up to $250
• Imprisonment for up to 15 days
• Or both
Each day a violation continues constitutes a separate offense.

Residents and contractors are also reminded:
• Permits are required for roof replacements (reroofing)
• Minor repairs or small sections of roofing may be performed without a permit

The New York State Department of Environmental Conservation annual burn ban will be in effect from March 16, 2026, through May 14, 2026. Open burning of brush and debris is prohibited during this period in accordance with New York State regulations.
Please be advised that the Greene, NY Code Enforcement/Fire Official is authorized to enforce this regulation and may issue violation tickets to any individual found in non-compliance.

Update: The watermain break has been repaired. Please remember to run your faucets for a few minutes, until water runs clear, if your water is discolored.
Update At this time water is partially on Do not do laundry during this time as the water may be discolored Once repair is complete, if water is discolored, run water until it runs clear
There is a watermain break on East Juliand St. in order to repair this leak water has been shut down from Green St to Crestmont/Turner St toward Greene primary and intermediate schools. We expect the water to be off up to 2 hours, hopefully this will be shorter.

S. Canal St. is closed from Willard St to Wheeler St. At this time, there is no access to the post office.

**ATTENTION ALL MUNICIPAL ELECTRIC CUSTOMERS**

Like all other electric utilities at this time of year, The Village of Greene Municipal Electric customers can expect to see much higher-than-normal electricity utility billing for their January 2026 usage which they will receive in mid-February. This expectation of higher than usual costs may continue into February or beyond should we not experience near normal temperatures and conditions moving forward. Contributing factors of electricity price increases include growing demand in the state, less electrical generators (supply), record high costs of electricity purchased from the grid, transmission congestion, and extreme sustained cold weather are all variables which will generate the highest bills ever experienced by our customers.

To put January 2026’s market prices into perspective, wholesale electricity prices in New York State were averaging nearly $600 per megawatt hour $0.60 per kilowatt hour) the last week of January 2026. For the month of January 2025 (which was a fairly cold month relative to average) prices averaged $103 per megawatt hour ($0.103 per kilowatt hour), and in January 2014, the infamous polar vortex year, prices averaged $127 per megawatt hour ($0.127 per kilowatt hour) in 2014 dollars, or roughly $0.18 per kilowatt hour in 2025 dollars.

The Village of Greene Electric is in the electric distribution business and has no part or control in the electric supply market. The electric supply market is managed by New York State, and price is determined by market conditions which again, The Village of Greene does not control. We do not generate power or manage transmission lines that deliver power to The Village of Greene for distribution. All additional costs above and beyond our normal cost of power we sell are strictly pass-through costs to our customers through our PPAC charge (which the Village of Greene Electric does not profit from) and are associated with all the variables previously stated to manage the power grid and provide power to our system.

We encourage all customers to reduce consumption, seek programs to help with insulating your home, or upgrade heating sources. These temporary price increases affect all electric users, not only The Village of Greene Electric customers. Even with these temporary increases, The Village of Greene Electric, compared to other major utilities in the area, is still among the least expensive power in New York with average costs typically 1/3 to 1/2 of those of investor-owned utilities.

Having a covered trash can with only bagged garbage in it reduces your risk of animals entering the container and garbage blowing out. The garbage outside of the container contributes to litter blowing around and can lead to personal information being lost, confidential mail is safest shredded. Collection of garbage should be done on a weekly basis to reduce the risk of odors. Snow and Ice Removal in
the Village of Greene - Please remember there is a Village of Greene code that applies to the removal of snow and ice from village sidewalks. Below is a copy:
The Municipal Law of the Village of Greene is amended as follows: 5105-2. Definitions will be amended by the addition of the following:
5105-2. Definitions.
As used in this chapter, the following terms shall have the meanings indicated:
PAVEMENT Includes a macadam, asphalt, brick, concrete or other similarly improved roadbed, and is only applied to the portion of the street between the sidewalks or established curb
SIDEWALK That portion of the street norrnally used for pedestrian traffic, whether improved with pavement or not.
STREET Includes a highway, road, avenue, lane or alley which the public has a right to use; it is not limited to a traveled way used by vehicles, but also includes sidewalks.
BLIZZARD Any snow/ice fall in a period of 24 hours resulting in the accumulation of 24 inches or more of snow or ice.
5 105-3. Removal of ice and snow will be amended as follows:
105-3. Removal of ice and snow.
A. The owner, lessee, tenant, occupant or other person having control of premises abutting on any street where a sidewalk has been laid shall keep the sidewalk in front of such premises free and clear from snow, ice, dirt and other obstructions and shall:
1. Clear sidewalks of ice and snow by 10:00 a.m. after an overnight snow, and by 7:00 p.m. on the same day as an actual snowfall. Sidewalk clearance calls for the removal of all snow and ice on the entire width of a sidewalk. By way of example, a sidewalk that is 36 inches wide must have the entire 36 inches of sidewalk shoveled and treated.
2. In the event of a snow or ice fall of 24 inches or more, in an overnight time frame, or during the day, the time frames for removal shall be within 24 hours of the end of the snow/ice event.
3. Within 24 hours of any other obstructing condition occurs or after the deposit of any dirt or other materials or obstructions upon such sidewalk, remove the snow, ice, dirt or other materials and/or obstructions from said sidewalk. This section is applicable to all premises regardless of whether said premises are occupied by a structure or not.
B. in case the snow or ice on the sidewalk shall be frozen, the owner, lessee, tenant, occupant or other person having control of said premises shall distribute sand or other similar suitable material so that the dangerous condition is removed. Village residents are permitted to take sand/salt mix from the Water Street location with Department of Public Works approval in five gallon maximum size containers/pails for treating residential Village sidewalks only.
C. Sidewalks in commercial areas, as described in Chapter 125, Zoning, shall be kept free
of obstructions which tend to impede normal pedestrian traffic. Displays in front of business premises should not extend more than four feet from the building. Displays on lawn areas or sidewalks shall not present a hazard to the pedestrian public or block the view of vehicle traffic.
D. In the event that the Village shall receive a complaint from users or shall notice that sidewalks have not been cleared of snow or ice or other obstructions, the Village shall notify the owner or occupant by placing a brightly colored door tag on the residence with a copy of the law printed thereon. In addition, the notice will identify the date, and the time granted to compiy with the ordinance. This notice will be placed on the main residence door entrance. A picture of said notice placed on the door will be provided to the Village Office and the Department of Public Works.
