Greensboro’s Housing and Neighborhood Development Department seeks proposals from eligible nonprofit or for-profit developers/organizations for affordable multifamily housing development gap financing. Eligible activities include the development of new rental housing units, rehabilitation of existing rental housing units, conversion of non-residential buildings to rental housing use, or any combination of these.

City Conducting HOPWA Needs Assessment

The City of Greensboro is kicking off its Housing Opportunities for Persons With AIDS (HOPWA) Needs Assessment, the first comprehensive assessment conducted by the City in the past 10 years.

Community partners, service providers, stakeholders, and anyone interested in supporting individuals and families living with HIV may share their insights, experiences, and perspectives. Input will help the City better understand current housing and supportive service needs and inform future HOPWA planning and priorities.

Greensboro residents are invited to participate in a public comment period on housing and community development needs and program performance for U.S. Department of Housing and Urban Development funding administered by the City’s Housing and Neighborhood Development Department, during program year 2025-2026.

Review the draft Consolidated Annual Performance Evaluation Report (CAPER) from September 3-18 at www.greensboro-nc.gov/CAPER. A public hearing will be held at the Planning and Zoning Commission meeting at 5:30 pm on Wednesday, September 23, in the Katie Dorsett Council Chamber of the Melvin Municipal Building, 300 W. Most City offices and several facilities will be closed on Monday, September 7, for Labor Day, and some services will be running on holiday schedules. Trash, recycling, transit, and a few Parks and Rec spots will have adjusted hours, so please plan accordingly. Many places, including libraries, the History Museum, and Lake Higgins, are closed as well. City leaders, alongside Green Light Development, LLC, commemorated the completion of The Villas at Elmsley Crossing with this morning’s ribbon cutting ceremony.

The 52-unit development located at 511 Kallamdale Rd. includes both single-bedroom and two-bedroom affordable apartments available to seniors.

Local, state, federal, and private funds contributed to the $13.7 million development, which was made possible through a strong public-private financing partnership between the City of Greensboro, Green Light Development, LLC, North Carolina Housing Finance Agency, Federal Home Loan Bank of Atlanta, First Citizens, and RBC.

Thank you to all our partners helping us bring more attainable housing to Greensboro.

FY 2026-2027 Emergency Tenant Assistance Request for Proposals

The City of Greensboro’s Housing and Neighborhood Development Department requests proposals to perform future activities under the Emergency Tenant Assistance Program (ETAP). Nussbaum Funds will be used to fund the Emergency Tenant Assistance Program. The program provides temporary housing assistance to eligible households that are displaced through no fault of their own.

Applications will be accepted from Monday, August 17, until 4 pm on Friday, August 28. Estimated available funding and eligible activities are subject to change.

Greensboro is making progress on the Road to 10,000.

Just 18 months into the City’s five-year housing initiative, 𝟰,𝟬𝟳𝟭 𝗻𝗲𝘄 𝗵𝗼𝗺𝗲𝘀 𝗮𝗿𝗲 𝗰𝗼𝗺𝗽𝗹𝗲𝘁𝗲 𝗼𝗿 𝘂𝗻𝗱𝗲𝗿 𝗰𝗼𝗻𝘀𝘁𝗿𝘂𝗰𝘁𝗶𝗼𝗻, putting Greensboro at more than 40% of its goal to add 10,000 new housing units by 2030.

The milestone comes as the City continues working to expand housing choices, support affordable and workforce housing, preserve neighborhoods, strengthen partnerships, and prepare for continued growth across the region.

With major employers bringing new jobs and investment to the Greensboro area, increasing the community’s housing supply is an important part of supporting that growth and advancing Vision36.

The Home Repair GSO grant program is returning to support repair projects for eligible low-income homeowners to improve safety, accessibility, and the long-term condition of their homes.

Beginning on Monday, August 17, qualifying residents may apply for assistance up to $20,000 to cover critical home repair projects. Submissions will be accepted until 4 pm on Friday, September 18, or until 20 completed and approved applications are received.
