🚨MAN ACCUSED OF STALKING CO-WORKER, BREAKING INTO THEIR HOME AND THREATENING TO R**E THEM…CAPTURED!‼️

Earlier this week, the Sheriff’s Fugitive Unit arrested TAYLOR FOSTER. In a criminal complaint filed by the City of Latrobe Police, Foster is accused of inappropriately grabbing his coworker on 2 occasions. Several weeks later, the victim was leaving for work when they found Foster standing in their garage. Foster is then accused of backing the victim into a wall, then he left through a side door.

2 days later, the victim alleges that Foster was again at their residence when they were leaving for work. The victim was able to close their door before Foster could make entry.

The victim also stated they later found a series of messages on Facebook that Foster started sending in April. The messages are of an extremely sexually graphic, violent and threatening nature. They also include descriptions of Foster describing entering the victims house and almost getting caught before sneaking out. Foster also detailed is intentions of going to the victims home to r**e them.

After charges were filed, our Fugitive Unit began their investigation to locate Foster. He was ultimately found at the Red Roof Inn and was apprehended without incident and taken to the Westmoreland County Prison.

🚨THE SCAMS CONTINUE🚨

We continue to receive numerous calls regarding scams involving individuals pretending to be representatives of the Sheriff’s Office.

These scammers use a variety of stories, but one of the most common involves claiming that you missed Federal Jury Duty and now have a warrant, fine or other legal issue.

⚠️Be aware: They may NOT ask for money right away.

The caller may initially tell you that you need to appear somewhere to provide a signature, verify paperwork or resolve the matter.
Eventually, however, the conversation will lead to a demand for payment.

You may also receive text messages containing official-looking documents like the ones shown in this post.

THESE DOCUMENTS ARE FAKE.

As a reminder:

🚔The Sheriff’s Office will NEVER ask for your bank account, debit/credit card or gift card information over the phone.
🚔The Sheriff’s Office will NEVER instruct you to deposit money into a Bitcoin ATM or cryptocurrency kiosk.
🚔Do NOT assume a call is legitimate simply because the caller knows your name, address or other personal information.

If you receive a call like this:
HANG UP.

❌Do NOT provide banking or credit card information.

Community education and outreach are more important than ever, and the Westmoreland County Sheriff’s Office is proud to support programs that help keep our community informed and safe. 👮‍♂️🤝

The individual pictured is Bob Becker with LAW Publications. Bob will be visiting local businesses to seek sponsorships for our Community Safety Program.

These sponsorships help provide important safety information and educational materials to school-aged children and senior citizens, including awareness about the dangers of drugs and other important safety topics. 🧒📚👵

What a wonderful day celebrating the 74th Graduating Class of the Sheriffs’ and Deputy Sheriffs’ Basic Training Academy! 🚔🎓⭐

We are incredibly proud to welcome back Deputies Kubacka, Nelson, Baum and Rolin, who officially graduated from the academy today! Their hard work, dedication and commitment over the past several months have paid off, and we are excited to have them back home and ready to serve the citizens of Westmoreland County. 💙

A special congratulations to Deputy Nelson, who received the Academic Achievement Award for earning the highest overall academic scores in the class! 🏆👏 An outstanding accomplishment and one we are extremely proud of!

Chief Shipley and Corporal Saxton were honored to attend today’s graduation, and it was an especially meaningful occasion to be joined by Westmoreland County’s own, the Honorable Judge Harry Smail. We are grateful for his presence and support as we celebrated this important milestone with our deputies.

🚔🌟 Last night, members of the Westmoreland County Sheriff’s Office were proud to participate in National Night Out events across the county!

Two of our deputies attended the Rostraver event, while another represented our office in Murrysville. 👮‍♂️👮‍♀️

🚓This week, two of our deputies had the opportunity to participate in the Pennsylvania State Police Camp Cadet program. This is an outstanding program that gives young people a firsthand look at law enforcement while building confidence, discipline and leadership.⭐️

Our deputies enjoyed speaking with the cadets about the unique role of the Sheriff’s Office, demonstrating our inmate transport equipment, and giving the cadets a tour of one of our transport vans.🚓🚐

🇺🇸 Happy Fourth of July! 🇺🇸🧨

This morning, WCSO deputies proudly participated in Greensburg’s 25th Annual Freedom 5K, supporting the American Heart Association while celebrating America’s 250th anniversary. With more than 500 participants, the event was a tremendous display of patriotism.

The WCSO finished 4th out of 13 teams, representing the Sheriff’s Office with pride and dedication both on and off duty.

Congratulations, and thank you, to Deputy Shuey, Deputy Long, Deputy Hanis, Deputy Zahir, and Deputy Poydence for their outstanding effort. A special congratulations to Deputy Poydence on earning 2nd place in the female division.

We are proud of our deputies for their commitment to serving our community and supporting such a meaningful event.🚓👍🏼

📌To help clear up some of the misinformation surrounding our recent announcement, we'd like to clarify a few important points.📌

First, the Westmoreland County Prison is owned by Westmoreland County, but it is not operated or managed by the Sheriff's Office. The prison is administered by its own Warden and staffed by County Corrections Officers.

The Jail Enforcement Model (JEM) under the 287(g) program is specifically designed for agencies that operate and manage their county jail by investigating immigration matters involving individuals who are already incarcerated. Through discussions with U.S. Immigration and Customs Enforcement (ICE) following the ex*****on of the agreement, it became clear that this model was intended for agencies with direct responsibility for jail operations. Because the Westmoreland County Sheriff's Office does not operate the county prison, both parties agreed that the JEM was not the appropriate model for our agency.

This change does not mean that individuals subject to ICE detainers will be released.

The Westmoreland County Prison has long cooperated with ICE regarding immigration detainers and, in 2024, formally incorporated that practice into its written policies. The prison continues to provide ICE with information regarding newly admitted inmates and continues to honor applicable immigration detainers in accordance with its established policies and applicable law.

The Sheriff's Office's commitment to cooperating with ICE has not changed. We will continue to work alongside U.S. Immigration and Customs Enforcement, as well as our other local, state and federal law enforcement partners, whenever we are requested and have the legal authority and resources to do so.

If ICE issues a detainer or requests our assistance, we will continue to assist in enforcing those lawful orders. Individuals who are determined to be in the United States illegally and who are the subject of ICE enforcement actions should not interpret the withdrawal of the Jail Enforcement Model as a change in our commitment. It is not. Our cooperation with ICE remains unchanged, and we will continue to do our part to help ensure those individuals are taken into custody in accordance with the law.

To provide clarification for any conflicting information:

The Westmoreland County Sheriff's Office has withdrawn its participation in the ICE Jail Enforcement Model (JEM) agreement after further discussions with U.S. Immigration and Customs Enforcement.

The decision was based solely on the fact that the Westmoreland County Sheriff's Office does not own, operate or manage the county prison. After reviewing the responsibilities and operational requirements associated with the JEM program, both parties agreed that this particular model was not the appropriate fit for our agency.

This decision should not be interpreted as any change in the Sheriff's Office's willingness to work with federal, state or local law enforcement partners. The Westmoreland County Sheriff's Office will continue to cooperate with and assist all law enforcement agencies, including U.S. Immigration and Customs Enforcement (ICE), whenever assistance is requested and our resources are available.

It is also important to clarify that the Sheriff's authority to cooperate with other law enforcement agencies does not depend upon participation in the JEM program. The Sheriff has both the authority and the responsibility to work collaboratively with other law enforcement agencies in carrying out legitimate law enforcement functions. Whether that cooperation is accomplished through formal written agreements, informal agreements or routine operational coordination, the Sheriff's Office will continue to fulfill its public safety mission in accordance with the law.
Our commitment remains unchanged: to protect the citizens of Westmoreland County, uphold the law and maintain strong working relationships with our law enforcement partners at every level of government.
