The Special Victims Section conducted an investigation that began on September 11, 2025, following a reported incident involving a juvenile victim.

On Thursday, September 11, 2025, at approximately 8:11 a.m., police received a report that a 13-year-old female was grabbed from behind by an unknown adult male while walking to middle school in the area of Lockwood Road and Breezemont Avenue.

Detectives from the Special Victims Section immediately initiated an investigation into the incident.

As a result of investigative efforts, detectives identified Hector Romero Vargas as the suspect and subsequently placed him under arrest in connection with the assault.
At the time of his arrest, Romero Vargas was in possession of a cellular phone, which was seized as evidence.

A second investigation was conducted and Detectives obtained two search warrants to conduct a forensic examination of the device.

The forensic investigation of the phone, conducted pursuant to two authorized search warrants, revealed digital evidence that included multiple files containing sexual abuse material (CSAM), as well as numerous voyeuristic photographs and video recordings. Investigators also recovered screenshots associated with a concealed video recording device that had been placed inside a bathroom stall at an establishment in Greenwich.

Due to the facts of the investigation a second arrest warrant was issued. On 05/14/26 Hector Romero Vargas was arrested for the following charges:

The numbers speak for themselves.

Before the School Zone Safety Program began, nearly 37,000 speeding violations were recorded across participating Greenwich school zones during a five-day study. Through a phased approach of Public Information & Education, Warnings, and Enforcement, violations dropped dramatically to just 2,863 - a 92.2% overall reduction.

The Public Information & Education phase alone reduced violations by 58.5%, before a single warning or citation was issued, demonstrating the impact of community awareness and driver accountability.

This program is about creating safer roadways for our students, families, crossing guards, and school communities.

The Greenwich Police Department would like to remind residents about Connecticut's Social Host Laws and the serious consequences that can result from allowing underage individuals access to alcohol or cannabis.

In 2012, Connecticut enacted Social Host Laws (CGS 30-89a) to strengthen efforts to prevent underage drinking by holding adults accountable when they knowingly or recklessly permit minors to possess alcohol.

In 2021, following the legalization of adult-use cannabis, the law was expanded to include cannabis possession by minors (CGS 21a-421ccc).

Under Connecticut law, a "host" is anyone who owns, rents, or controls a property where a gathering or party takes place. This includes homeowners, landowners, parents, guardians, and even young adults or teenagers who host gatherings while their parents are away.

It is a crime to knowingly or recklessly permit a minor to possess alcohol or cannabis on property under your control. These laws apply to both indoor and outdoor gatherings.

Violations of Connecticut's Social Host Laws carry significant penalties. A host may be charged with a Class A Misdemeanor, punishable by a fine of up to $2,000 and up to one year in jail. If a host is found to have provided alcohol to minors, they may face a Class E Felony, punishable by a fine of up to $3,500 and up to 18 months in jail.

In addition to criminal penalties, hosts may also be held civilly liable for injuries, motor vehicle crashes, property damage, or other incidents resulting from underage intoxication involving alcohol or cannabis.

The Greenwich Police Department encourages parents, guardians, and residents to take an active role in preventing underage drinking and cannabis use. A single party can have life-changing consequences for both hosts and attendees.

As summer gatherings, graduations, and celebrations continue, residents are urged to remain vigilant and ensure that alcohol and cannabis are not accessible to minors.

An Update on Greenwich's School Zone Speed Camera Program

The results speak for themselves. Since the launch of the Town's Automated Traffic Enforcement Program, speeding in Greenwich school zones has dropped dramatically, and that means safer streets for our students, school staff, and motorists every single day.

We have heard concerns about data privacy, specifically, whether information collected by the cameras could ever be sold or shared. The answer is straightforward: it cannot. This prohibition is documented in the Town of Greenwich's plan submitted to the State of Connecticut (page 11). The data collected serves one purpose only, to enforce speed limits and keep our school zones safe, and is permanently deleted once a violation has been resolved.

Furthermore, compliance with this plan is not optional,  the Town of Greenwich is required to adhere to every provision in order to maintain the program's approval and keep the cameras operational.

Your safety and your privacy are our priority. Both are protected.

The Greenwich Police Department is alerting residents to a scam email currently circulating that falsely appears to come from a member of the department and claims the recipient owes money or has an outstanding invoice.

These messages may appear convincing, using names, titles, or contact information associated with legitimate agencies in an attempt to pressure recipients into making immediate payments or clicking suspicious links.

Please be advised: The Greenwich Police Department will NEVER contact individuals via email, text message, or phone call demanding payment or requesting immediate financial transactions.

Residents are urged to use caution if they receive unsolicited messages claiming to be from law enforcement or any government agency requesting money. Common red flags include:

Demands for immediate payment
Requests to click a payment link
Threats of legal action or penalties if payment is not made immediately
Suspicious sender email addresses or contact information that does not match official sources
Poor grammar, unusual formatting, or unexpected invoices

If you receive one of these messages:

Do not click any links or open attachments
Do not send money or provide personal information
Delete the message immediately
Report the scam to the Greenwich Police Department if you are unsure of its legitimacy

Scammers frequently impersonate trusted organizations to create urgency and confusion. The Greenwich Police Department encourages the public to remain vigilant and verify any suspicious communications through official channels.

Memorial Day Parade - Road Closures and Traffic Delays

Beginning at 9:30 AM, Sound Beach Avenue will be closed between West End Avenue and Shore Road. At approximately 9:50 AM, Sound Beach Avenue will be closed from Laddin’s Rock Road to Shore Road.

The parade is scheduled to step off at 10:00 AM.

Motorists should expect traffic delays in the area and are encouraged to seek alternate routes. A designated detour will direct traffic via Harding Road toward Tomac Avenue.

Road intersections along the parade route will be reopened as the final parade elements pass through each location.

The Greenwich Police Department would like to inform residents and visitors of increased traffic associated with the Greenwich Town Party taking place today from 10:00 a.m. to 10:00 p.m.

Throughout the day, the lower Central Greenwich area is expected to experience significant vehicle congestion and increased pedestrian activity. Motorists traveling in or near the event area should exercise caution, remain alert for pedestrians, and anticipate traffic delays.

In addition, temporary detours will be in effect during the evening hours to accommodate event operations and traffic management.

Scheduled Detours (9:00 p.m. – 11:00 p.m.):

Arch Street will have detours fron Railroad Avenue to Steamboat Road.

Scheduled Closures ( 9:00pm - 11:00pm):

The I-95 Exit 3 interchange will be fully closed in both directions.

Residents and commuters are encouraged to plan ahead, seek alternate routes, and allow for additional travel time.

The Greenwich Police Department will maintain a significant police presence throughout the event to assist with traffic control, pedestrian safety, and public safety operations to help ensure a safe and enjoyable event for all attendees.
