For the 35th consecutive year, Greenwood County has been awarded the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association of the United States and Canada (GFOA). This is the highest honor in governmental accounting and financial reporting. This prestigious recognition for the County’s Fiscal Year 2025 Annual Comprehensive Financial Report (ACFR) reflects Greenwood County’s enduring commitment to financial transparency, accountability, and excellence in public sector financial management.

The GFOA’s Certificate of Achievement program recognizes governments that go beyond the minimum requirements of generally accepted accounting principles to prepare annual financial reports that are comprehensive, transparent, and easy for citizens, elected officials, and other stakeholders to understand. Greenwood County’s ACFR undergoes rigorous review by an impartial panel of experts to ensure it meets the program’s high standards and embodies a true spirit of full disclosure.

This milestone marks more than three decades of consistent excellence in financial reporting and demonstrates Greenwood County’s longstanding commitment to responsible stewardship of public resources. The award reflects the dedication, professionalism, and attention to detail demonstrated by county staff throughout the year in managing public funds and maintaining the highest standards of financial accountability.

“Receiving this recognition for the 35th consecutive year is a tremendous honor and a testament to the culture of excellence that has been built and sustained within Greenwood County,” said Greenwood County Deputy County Manager of Finance Steffanie Dorn. “This achievement belongs to our entire team. Their commitment to accuracy, transparency, and fiscal responsibility is evident every day, and I am grateful for the hard work they invest year-round to ensure Greenwood County continues to meet the highest standards in financial reporting.”

County Council Chairman Theo Lane praised the Treasurer’s Office and county staff for continuing a tradition of excellence that benefits taxpayers and strengthens public trust.

“Thirty-five consecutive years of recognition from the GFOA is an extraordinary accomplishment,” said Lane. “This award reflects Greenwood County’s unwavering commitment to fiscal responsibility and transparency. I want to congratulate Deputy County Manager of Finance Steffanie Dorn and every member of her team whose diligence and professionalism make achievements like this possible. Their work ensures that our residents can have confidence in the way their tax dollars are managed.”

This continued recognition highlights Greenwood County’s legacy of excellence in financial management and its steadfast commitment to maintaining the highest standards of fiscal responsibility, transparency, and accountability for the residents it serves.

District 6 Councilman Robbie Templeton and Capital Sales Tax Coordinator Josh Skinner are back in Ware Shoal with your Friday Update. Design work is underway on Historic Katherine Hall.

Plans include a new Town Hall, updated restrooms and locker rooms, flexible space for youth and seniors, and a community kitchen. The theater will be restored and upgraded with new concession space, while the top floor will offer meeting and gallery space, an activity room, and co-working space for residents.

The project will also include major building upgrades like new plumbing, electrical, HVAC for the first time in the building’s history, and ADA accessibility.

These renovations are made possible by your support of the 2016 Capital Project Sales Tax. Thank you for investing in Greenwood County.

Please see the following statement from Greenwood County Council Chairman Theo Lane:

“In considering matters related to data centers, I have applied the same standard that has guided every decision I have made since being elected to County Council: determining what is in the best interest of Greenwood County as a whole. After consulting with my fellow council members and listening to the concerns of our citizens, I believe it is in the county's best interest to have a full and transparent public discussion regarding a potential moratorium on data center development.

Accordingly, I have placed Ordinance 2026-25, a proposed 12-month moratorium on data centers, on the agenda for first reading in title only at the regularly scheduled Greenwood County Council meeting on June 16, 2026. The ordinance was proposed by District 2 Councilman Mark Allison, District 4 Councilwoman Cathy Miller, and Vice Chairman Dayne Pruitt of District 5.

In addition, the second reading and public hearing for the proposed moratorium will be held during the Council's regularly scheduled meeting on July 7, 2026. At that same meeting, Council will also consider the third reading of Ordinance 2026-19, the data center text amendment.

County Council is committed to fully evaluating both ordinances, listening to public input, and working together to craft the best solution for Greenwood County."

Greenwood County Council will move the third reading of Ordinance 2026-19, the proposed data center text amendment, from the June 16 meeting agenda to its July 7 meeting.

The proposed amendment would establish zoning standards and development requirements for any future data center seeking to locate in Greenwood County.

While county staff will have the amendment ready for consideration on June 16, Chairman Lane has requested that the third reading be moved to July 7 to allow additional time to review feedback from council members and the public to ensure the proposed amendment is responsive to community concerns.

đź”— Residents are encouraged to review the proposed amendment at: https://bit.ly/4uZjA1v

To help residents better understand the proposed text amendment, the Greenwood County Planning Department will host a drop-in information session on Tuesday, June 30, from 5:30 p.m. to 7:00 p.m. in the Veterans Auditorium at the Greenwood County Library (600 Main St S, Greenwood).

This session will be led by Planning Department staff and will focus exclusively on the language and provisions contained within the proposed text amendment. County Council members and other county departments will not be in attendance. Questions regarding economic development matters, moratorium proposals, or topics outside the scope of the text amendment will not be addressed during this information session.

We encourage residents to review the amendment and attend the information session to learn more about the text amendment before Council's July 7 meeting.
