Groveland Community Services District The Groveland Community Services District (GCSD) is a Special District formed by the State of California.

Delivering professional, environmentally sound, economic and compliant services that meet our customer’s needs for water and wastewater, fire protection, and park facilities in the unincorporated township of Groveland, California. Our mission is to provide environmentally sound, economic, and compliant services that meet our customer's needs for water and wastewater treatment, fire protection, and

park facilities in the unincorporated township of Groveland, California. The GCSD service area covers approximately 15 square miles in southern Tuolumne County. The District is bounded on the north by the Tuolumne River, on the south by Mariposa County, on the east by the Stanislaus National Forest, and on the west by Moccasin. GCSD is the owner and operator of the Groveland Water System, which receives water from the City and County of San Francisco's Hetch Hetchy water system. GCSD's Water System distributes the water to the populated areas of Big Oak Flat, Groveland, and Pine Mountain Lake. The GCSD water supply and distribution system includes three water treatment plants, five storage reservoirs, and approximately 70 miles of distribution piping. The District provides a treated water supply to approximately 3,500 customers. The District also owns and operates the regional wastewater collection, treatment, and regional recycled water system, which provides sewer service to approximately 1,500 customers within the District's service area.

🚒 FIRE DEPARTMENT FRIDAY 🚒

This week, we’re sharing an important update that impacts CAL FIRE firefighters across California.

AB 2129 recently passed the Assembly with overwhelming support, moving one step closer to fair and competitive pay for the men and women who protect our communities year-round. The bill now heads to the Senate.

At GCSD Fire Department, we see firsthand the value these highly trained firefighters bring to our community every single day. From wildfire response and emergency medical calls to preparedness planning and mutual aid support, the experience and skill CAL FIRE personnel bring to our local station strengthens fire protection for Groveland and the surrounding area.

Our department’s partnership model allows local management and local representation while being staffed by CAL FIRE firefighters — giving our community the benefit of both local oversight and state-level training, resources, and expertise.

As wildfire threats continue year-round in California, recruiting and retaining experienced firefighters has never been more important.

We’re proud to work alongside the dedicated professionals who serve this community with commitment, courage, and professionalism every day.

👨‍💻 A great deal of wildfire planning and preparedness work happens behind the scenes year-round, with GCSD management representing local conditions, hazards, and community needs through participation in the countywide Firesafe Council on behalf of our fire services. 🚒

GCSD Fire Department participated in development of the Community Wildfire Protection Plan in 2022/23, helping identify wildfire hazards and local strategies specific to the Groveland area. That work continues today through ongoing implementation efforts. 👩‍💻

This week, GCSD’s General Manager, Pete Kampa participated in the first of a series of implementation planning meetings focused on carrying the local, Groveland area strategies forward through prioritizing actions within the highest local areas at risk for wildfire, and planning wildfire mitigation work, preparing for grant opportunities, community education, home hardening and long-term emergency preparedness planning. 🔥🧑‍🚒🌲

One of the strengths of a locally managed fire department is having local perspective of, and advocacy for addressing hazards specific to the GCSD area, and its leadership directly involved in planning and decision-making that reflects the unique needs, terrain, and challenges of our mountain community. ⛰️

We’re grateful not only for the firefighters serving at our station each day, but also for the many people working behind the scenes year-round to plan ahead, pursue resources, reduce wildfire risk, and help keep our mountain community as safe and prepared as possible. 🚒

The Groveland Community Services District is now accepting applications for a new Citizen’s Advisory Committee (CAC) focused on the proposed Fire Suppression Assessment.

This committee will provide an important community voice by helping:
⚫ Review assessment information and assumptions
⚫ Improve communication with property owners
⚫ Promote transparency and accountability
⚫ Share community questions, concerns, and ideas
⚫ Help guide oversight of future fire service improvements

We are seeking community members with diverse perspectives including residents, business/property owners, supporters, skeptics, and anyone passionate about local fire safety and community engagement.

The committee is advisory only and will serve as a bridge between the District and the public throughout this process. Meetings will be open to the public and focused on respectful, fact-based dialogue.

🚒 Upcoming Fire Assessment Community Meeting 🚒

Join us Thursday, May 14th from 5:30–7:30 PM at the Groveland Community Resilience Center to learn about the fire assessment.

We will provide an overview of fire funding and discuss how the assessment was calculated, what the assessment guarantees, and how the ballot process works.

If you are a property owner served by the Groveland Fire Department, we ask that you please attend this meeting in-person, or virtually via Zoom.
