Traffic Stop Leads to Two Felony Drug Arrests and Foot Pursuit

On Friday, August 14, 2026, Officers Callesto and Berry conducted a traffic stop on a Ford F-150 after observing a traffic violation.

During the investigation, officers located approximately 1.68 ounces of suspected ma*****na, 106.4 grams of a suspected Penalty Group 2 or 2-A controlled substance, and approximately 4 grams of suspected co***ne. Officers also located more than 50 foil-lined packaging bags, multiple digital scales and cash.

During the stop, Overstreet fled from officers on foot. Officers pursued him across both the eastbound and westbound lanes of Highway 73 and beyond 39th Street before taking him into custody at Greenlawn Memorial Park.

Khylan Overstreet, 23, and Semaj Elam, 23, were arrested. Both were booked on first-degree felony charges of manufacture or delivery of a Penalty Group 1 controlled substance and manufacture or delivery of a Penalty Group 2 or 2-A controlled substance. Overstreet was also charged with evading arrest or detention.

The stop resulted in two arrests and the seizure of suspected controlled substances, packaging materials and digital scales. We appreciate the work of Officers Callesto and Berry, along with the other Groves officers who assisted during the pursuit and arrests.

All charges are allegations. Both defendants are presumed innocent unless proven guilty in court. The suspected substances remain subject to laboratory confirmation.

Today, the Groves Police Department joins the Beaumont Police Department in honoring the life and service of Officer Sheena Dae Yarbrough-Powell, who was killed in the line of duty on August 9, 2020.

Six years later, her service and sacrifice have not been forgotten. We continue to keep her family, friends, and fellow officers in our thoughts.

Rest easy, Officer Yarbrough-Powell. You will always be remembered.

School is almost back in session. Please take a moment to review the updated traffic flow for Groves Intermediate.

A few key reminders:

• West Jefferson will be one-way from 7:00–8:00 a.m. and 2:45–3:45 p.m.
• Vehicles leaving the campus must exit using the Gulf Avenue drive.
• Watch for students walking and riding bicycles.
• Stay off your phone while driving through the school zone.
• Please follow directions from school staff and Groves Police officers assisting with traffic.

Expect some extra congestion during the first few days of school as everyone gets back into the routine. A little patience and attention will help keep traffic moving and, most importantly, keep our students safe.

The City of Groves has updated its door-to-door solicitation ordinance and established a new No Solicitation Registry for residents.

Licensed commercial solicitors must visibly display a City-issued photo credential while soliciting. They must also honor posted No Solicitation signs and may not visit residential addresses listed on the City’s registry.

Residents may now add, update, or remove their address by completing the No Solicitation Registry form on the Groves Police Department website.

Political, religious, and other First Amendment canvassers are generally exempt from the commercial solicitor licensing requirement, but they must still honor a clearly visible No Solicitation sign.

This updated ordinance was developed through coordination with City legal counsel to provide clearer guidelines for commercial solicitors, stronger protections for our residents, and better enforcement tools for our officers.

Yesterday, members of the Groves Police Department attended the 10th Annual Back the Badge Luncheon hosted by the Hardin County Angels of Care in Lumberton.

During the luncheon, our department was recognized for its response to the January 22 incident, along with the Jefferson County Sheriff’s Office SWAT Team, whose teamwork and assistance played an important role in bringing the situation under control and protecting lives.

We were honored to receive a plaque from the Hardin County Angels of Care and a Certificate of Recognition from State Representative Janis Holt.

We are grateful for the recognition and proud of the partnerships that help keep our communities safe.

🚨 Neighborhood Watch Reminder 🚨

Last week, Groves Police joined Groves Fire, Port Neches Police, and Port Neches Fire for a joint active attack response exercise at schools in both Groves and Port Neches.

The training focused on working together across city lines, establishing command, coordinating police and fire operations, deploying rescue task forces, and moving quickly to treat and remove injured victims.

Training in both cities gave each agency the chance to take the lead, operate as the first responding units, and work through the same challenges from a different position. That experience helps improve communication, decision-making, and coordination before a real emergency happens.

We want to thank Groves Fire, Port Neches Police and Fire, ATF Beaumont, Central Dispatch, PNGISD, and the volunteers who helped make the exercise possible. Their time and participation added realism and gave our first responders a better opportunity to learn and improve.

Real emergencies do not stop at city limits. Training together helps ensure we are ready to work as one team when our communities need us most.
