Police & Community Relations Council 02 (PCRC02)

Our mission is to forge better communications, awareness, understanding and respect of the citizens in our area and the police who serve our needs. This enables us to assist the Baltimore County Police Department at educating our citizens and businesses about crime awareness and prevention methods suitable to our area and the law and order they are

required to enforce and maintain. By establishing this relationship we realize and provide the additional tools, services and co-operation the police need in order to improve the safety and quality of our lives, making it safer for them to do so. We serve the area that basically encompasses councilmanic District 4 (police precinct 02) from Northern Parkway along Liberty Road all the way to Wards Chapel Road (east to west) and from Baltimore National Pike (Route 40) to and slightly beyond Liberty Road in certain areas (south to north). Depending on the needed police response, whether business or residential, serious, nuisance or traffic related, our Precinct 02 officers overlap and are overlapped by officers from Precinct 04 (Pikesville), Precinct 03 (Franklin) and Precinct 1 (Wilkins, which has no PCRC). PCRC02 coverage also includes the “Randallstown Sub-Station” on Liberty Road. Meetings are held on the second Wednesday of every month except July at 7:00 PM at:

Today marks eight years since Officer Amy Sorrells Caprio’s passing. In her memory, officers will wear mourning bands on their badges.

On May 21, 2018, Officer Caprio, 29, responded to a call regarding a suspicious vehicle in the Perry Hall area. A second call confirmed that a home was being burglarized by four suspects associated with the suspicious vehicle, which was later determined to be stolen. When Officer Caprio arrived on scene, she exited her vehicle and ordered the driver to exit the Jeep Wrangler. The driver accelerated, fatally striking Officer Caprio.

Officer Caprio was assigned to Precinct 8 in Parkville at the time of her passing. She served with the Department for nearly four years. Her sacrifice will always be remembered. Her name, alongside other fallen heroes, is inscribed on the monument at Patriot Plaza in Towson.

One person is in stable condition following a reported shooting on Saturday, May 16, 2026 at 8:15 p.m., in the 1900 block of Gwynn Oak Ave., 21207.
