Hello, Hallowell.
My name is Zachary Kindelan, and I am honored and humbled to serve as your new Chief of Police.
I want to begin by thanking the City of Hallowell, the City Manager, and everyone involved in placing their trust in me. It is a responsibility that I do not take lightly.
As your Chief, my commitment is simple: to lead with integrity, transparency, accountability, and respect. The Hallowell Police Department belongs to this community, and our mission is to serve every resident, business owner, and visitor with professionalism and compassion.
One thing I want our community to know from day one is that the Hallowell Police Department will be more than just a police department—we will be a part of this community. We won’t simply respond to calls for service; we’ll be present at community events, visit our schools, support local businesses, and build meaningful relationships with the people we serve. I want our officers to be familiar faces that residents know by name, not just uniforms they see during emergencies. Together, we can create a department that is woven into the fabric of Hallowell and is invested in the success, safety, and well-being of everyone who calls this city home.
Building relationships will be one of my highest priorities. I believe the strongest police departments are built on trust—not only within the department, but also with the community and our neighboring public safety agencies. My goal is for every person in Hallowell to know that their police department is approachable, responsive, and committed to making every neighborhood—not just downtown—feel safe, supported, and valued.
Internally, I am committed to supporting and developing our officers by fostering a positive culture built on teamwork, training, and mutual respect. When our officers are supported, they are better equipped to serve our community.
In the coming weeks and months, you’ll see me out in the community—meeting residents, visiting local businesses, spending time in our schools, attending community events, and listening to your ideas and concerns. I believe some of the best solutions come from conversations with the people we serve.
Hallowell is a remarkable community with a proud history, and I am excited to work alongside all of you as we continue building a police department that reflects the values of this city.
