At approximately 8:30 PM last evening, Scranton was dispatched as automatic aid with Newton Abbott Fire Company, Inc. to a reported single-vehicle accident on the I-90 Westbound. A tractor-trailer had struck the guardrail.

Arriving crews found that the guardrail ruptured the diesel fuel tank on the driver’s side of the jackknifed rig, causing an estimated 100 gallons of fuel to spill into the ditch running alongside the Thruway. Immediate action was taken to control the spread of diesel in either direction, to prevent contamination of nearby Smoke Creek. Southtowns Haz Mat Team was requested for additional resources and personnel, along with a NYS Department of Environmental Conservation Spill Response representative.

Fortunately the water level was low and the product remained essentially in place until recovery crews could remove the truck and trailer. The majority of the diesel spill was pooled directly under the truck, and was collected once it was accessible.

The driver was evaluated by EMS but declined transport to a hospital.

The motor vehicle accident was investigated by New York State Police T-Troop, with traffic management assistance provided by the New York State Thruway Authority.

At approximately 0630 this morning, workers at the US Post Office on Camp Road found an unknown liquid leaking from a package and emitting a noxious odor. The staff followed their emergency procedures, dialed 911, and evacuated the building.

The three Scranton Fire Company chiefs arrived shortly thereafter, finding a small spill of unidentifiable liquid with contaminated materials in its immediate vicinity. The Southtowns Haz Mat Team was requested to assist with further investigation, planning, and mitigation.

Through interviews with staff and the intended mail recipient, the product was found to be commercial 80% vinegar (or 80% acetic acid), a concentrated, industrial strength solution commonly used for heavy-duty cleaning, descaling, and w**d control. Exposure risks include severe skin burns, eye damage, and respiratory irritation.

In addition to Southtowns Haz Mat Team and the New York State Division of Homeland Security & Emergency Services/Office of Fire Prevention and Control's Haz Mat rep on scene, support was obtained from the Erie County Department of Homeland Security & Emergency Services, the Erie County Haz Mat Organization (ECHO), and Erie County EMS. Scranton Engine 1 supplied water for the decontamination station for the entry team which removed the product.

Town of Hamburg Police assisted with early scene control, interviews of personnel, and establishing contact with the customer, a Hamburg resident.

The product was controlled, stored, and removed safely. There were no injuries.

Our hearts are with the Buffalo Fire Department and members of Buffalo Professional Firefighters Local 282 on the loss of Captain Scott Janowski.

Numerous Scranton VFC members have known, worked with or taught with Scott, and his loss is felt deeply.
