ROSC 2025: Minutes matter critically when a person’s heart stops beating and breathing ceases, with clinical death occurring within 4-6 minutes. EMS peronnel work swiftfully and skillfully, following state protocols, to deliver life-saving interventions in a race against the clock. this urgency is especially pronounced in the rural settings, where distances from ambulance stations or hospitals can delay care. The ultimate goal is Return Of Spontaneous Circulation (ROSC), restoring a heartbeat and offering the patient a chance at survival. According to the NIH, there is a 27.4% probability of achieving ROSC in out-of-hospital cardiac arrest cases.

Lincoln EMS extends sincere gratitude to the West Virginia Legislators for their continued commitment to advancing the state’s EMS system.
We joined numerous EMS agencies from across West Virginia at EMS Day at the Legislature to advocate for critical legislation aimed at securing permanent funding, enhancing access to training, strengthening patient and agency protections, ensuring timely payment of claims, and improving benefits for EMS personnel.
EMS agencies nationwide face significant challenges in staffing shortages and inadequate funding. By raising awareness among the public and our Legislators, WV EMS agencies are hoping to safeguard the health and safety of our communities. We deeply appreciate the dedication of our Senators and Delegates, who have taken time from their demanding schedules to listen to our concerns and work proactively toward solutions that support the sustainability of EMS in our rural state. Their partnership is vital to our ongoing mission to provide high-quality emergency care to all West Virginians.

Lincoln EMS Receives Ambulances from Grant Award

Due to limited funding for EMS in West Virginia, Lincoln EMS applied for and was awarded a grant in November 2023 through Senator Joe Manchin III office. This generous grant enabled us to purchase three new four-wheel-drive ambulances, strategically placed throughout Lincoln County to enhance emergency response capabilities. These new ambulances cost just over $200,000 each not including the cost of medical supplies and equipment for each truck.
We extend our deepest gratitude to Senator Manchin’s office for their support and dedication to EMS throughout his tenure. We also sincerely appreciate the continued efforts of Congresswoman Carol Miller , Congressman Riley M. Moore, Senator Shelley Moore Capito, and Senator Jim Justice, who tirelessly advocate for EMS support in Washington, D.C., benefiting our state and nation. Advocacy from groups such as the American Ambulance Association, Advocates for EMS, and the WV EMS Coalition routinely meet with our representatives to provide them with information to aid their decisions in assisting EMS.
The new ambulances have been placed in service as follows:
• Unit 65 at our Yawkey station on January 16th, 2026
• Unit 64 at our Hamlin location on January 23rd, 2026
• Unit 63 at our Harts location on May 17th, 2025
Although the purchasing process and wait time for delivery were lengthy and challenging, our crews are excited to respond to calls across every corner of Lincoln County with these new vehicles. The four-wheel drive feature has been particularly helpful during the current winter storms and accessing patients.

Funding for EMS is often misunderstood to be fully covered by insurance payments or levy funds; however, while these sources are vital, they do not cover the full cost. Continued support from grants, citizens, the county commission, and our state legislatures is essential to sustaining EMS services in our communities. Our dedicated staff strive to provide the best care possible, often serving their own communities, families, and neighbors. EMS is a necessity for everyone, and it is a shared responsibility to ensure its solvency. Grants like this make that possible, and for that, we are truly grateful.

Today, Lincoln EMS will commence the distribution of 160 coats for children, made possible through the collaborative efforts of our dedicated staff and generous community sponsors. For several years, this support has enabled Lincoln EMS to assist approximately 150 children annually. These coats are distributed throughout the entire county via the school system. This initiative exemplifies one of the many projects undertaken by Lincoln EMS in alignment with our "Neighbors Helping Neighbors" motto.
