CoAction’s Weatherization Program helps eligible households reduce energy costs by improving home energy efficiency through services like air sealing and other energy-saving measures. Combined with the Energy Assistance Program (EAP), families can better manage utility costs during colder months.

A safer, more energy-efficient home means greater comfort, stability, and peace of mind for Northwest Indiana families.

The program helps eligible households with their energy costs during the winter heating season.

The City of Hammond receives annual grant allocations from the U.S. Department of Housing and Urban Development (HUD through the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnerships Program (HOME).

The programs support three primary goals:

1. Provide decent and affordable housing:
2. Create suitable living environments; and
3. Expand economic opportunities.

The upcoming Consolidated Plan period will run from April 1, 2027, to March 31, 2031.

The City of Hammond is seeking input from residents, businesses, community organizations, service providers, and other stakeholders. Your responses will help the City identify community needs and establish priorities for CDBG, ESG, HOME, and other available resources. The information you share in this survey will help guide future programs, projects, and investments throughout Hammond.

Estimated completion time: 10-15 minutes. Responses may be submitted anonymously. Please answer based on your personal experience and the needs you observe in the Hammond community.

The breakfast will be held on Wednesday, October 21st, 2026, from 8 AM to 10 AM at the Hammond Sportsplex, located at 6630 Indianapolis Blvd., Hammond.
