I wanted to take the time to express my concern while we work our way through this COVID-19 pandemic. It is very important that every one stay safe and practice social distancing. Please follow the governmental guidelines and not gather in groups of ten or more. The beaches are still open but the public beach accesses, parking, and facilities are closed. This is done to discourage people from gathering and needlessly spreading this disease. Town operations are altered but ongoing. If you should need something from the Town staff please call. Some of the staff are working remotely but are still available to meet your needs. The sand haul project is ongoing as planned. Please be careful on the beach due to the large equipment out there working.

I hope you all had a great holiday season. I want to take some time to give you some updates concerning town affairs. We hired a new Town Manager, Kyle Breuer. Kyle started on January 15th and we can expect to see great things from this talented professional. I would also like to thank Ashley Loftis for her time in this position. Ashley did a outstanding job during one of the most difficult times in this Town's history. The sand haul on the south end is nearing completion. The contractors will soon begin hauling sand on the north end. The ongoing private beach nourishment project is proceeding as planned. The Town is also planning to clear the lot for the new Town Hall later this month. We also received funding from the federal government for the beach nourishment for Surf City and North Topsail Beach totaling over 200 million dollars. I hope the rest of this winter treats you well and I am looking forward to the warmer seasons. We have Town Council meetings on the first Tuesdays of every month. At 5:30 pm, on these days department heads are available to answer any concerns you may have before the meetings. Thank you and I look forward to seeing you around our wonderful town.
Councilman Donald Helms.

I wanted to take the time to wish you a Happy Thanksgiving and safe travels. I would also take the time to let you know of a upcoming event. On December 3rd 2019, Mayor Doug Medlin, Councilman Buddy Fowler, Dwight Torres, and myself will be sworn in to Surf City Town Council by Judge Kent Harrell at 6:30 pm. This election was a big win for the Town and I would like to invite you to witness the fruits of your labor. Thank you.

I am truly humbled by the results of yesterdays election. I have always had trust in the citizens of this town to move us in the right direction but I did not expect them to do so with such conviction. I pray that I fulfill my duties to the standard the citizens of Surf City expect. Thank you for reelecting me to Town Council and God Bless you all.

We are at a turning point in the future of our great town. Although we will not be able to replace the experience Mrs. Nelva has brought to this council, there has been a worthy citizen willing to take the time to serve in her seat with Dwight Torres. With the new insights of Dwight Torres and Teresa Batts coupled with the experience of Buddy Fowler, Mayor Doug Medlin, and myself I can see great things for the future of Surf City. I urge you to vote for us tomorrow so we may work to build on what makes this town great.

My name is Don Helms and I would like to take a minute to explain key traits that make up a good council member, that I have learned during my twenty years on the Surf City Town Council. I am not going to degrade those who have shown an interest in entering the local political area as of late. The other incumbents have agreed not to speak negatively about anyone running for Surf City Town Council. No matter who wins this election, we must come together afterwards and work to...

One of the most important tasks a Town Council can do is to appoint the proper people in the positions that benefit the Town the most. The Police Department is a prime example of this. Chief Shanahan and his officers. I would like to take the time to talk about some of the great things these fine public servants are doing above the call of duty. The police department has partnered with the Cape Fear Council of Government and the Cape Fear Elder Abuse to discuss ways to avoid ...

I would like to take the time to speak to you about the utilities here in Surf City. As you may know Surf City provides water to all our residents in Pender County and sewer is available to all of our residents. Our specification requires a fire hydrant every 500 feet and a minimal 8 inch main feeding the leg of the hydrant. This far exceeds the state requirement. This foresight allowed for the town achieve a I.S.O. rating of a 6 for homes and a 5 for commercial businesses. This equates to 21 percent and a 28 percent fire insurance savings respectively. We have accomplished this while keeping our rates lower than our neighbors. The Town also maintains three water towers, five wells, fifty-two sewer pump stations, and over one hundred and twenty miles of pipe in the ground. This was all part of our twenty year plan. We also make changes to the plan to suit our current situation. A prime example of this are the planned upgrades to the water plant. With these upgrades, the Town will be able to uses a larger percentage of water treated while also reducing waste to our sewer plant. This will allow us to waste less water while freeing up to ten percent of our sewer capacity. The reward for this planning will be a more ecofriendly water plant and more available capacity at the sewer plant. These are plans are currently in the research phase and plan to be built out within the next eighteen months. Should I get you vote, I would like to help this town to continue in this direction. Thank you.

As a Ladder Captain on our local fire department, I am proud of the hard work from our Surf City team and others. My heart hurts watching the devastation but I know we will overcome this.
Our local fire departments, EMS,police officers, and our water services department did an excellent job last night. I wouldn’t have been anywhere else but there helping last night and I appreciate our mayor who came in his church clothes and worked filling air bottles until 11:30pm.

As we approach the election on the first Tuesday in November, I hope everyone will go vote. It has been a honor to represent the citizens of the Town of Surf City for the last twenty years.
Prior to that I served in law enforcement, as a highway patrol men, for thirty-one years. I spent part of this time in Rockingham County and the rest of this time in Pender County. I was a field training officer for twenty years and a driving instructor for thirteen years. I retired from the Highway Patrol in 2000.
I have lived in Surf City for over twenty-five years. I have also served on the Surf City Fire Department for nineteen years. During this time I have earned the rank of Captain.
From the time I was elected to Council, I held a strong conviction to be honest, truthful, fair and be dedicated to the wonderful Town and it citizens.
During my tenure, the council created a twenty-five year master plan to properly keep pace with our growing community. This master plan has ensured the Town can provide the best services for our citizens and those who visit this great town.
I am proud of the accomplishments that this Council has made for the Town and its citizens. I would like to have your vote in the November election.

Thank you,
Donald Helms
