Kings Community Action Organization Kings Community Action Organization (KCAO) is a private, non-profit organization that has been serving the communities of Kings County since 1965.

We help community members with a variety of services for the purpose of helping people and changing lives. KCAO is a private, non-profit organization that was established in 1965 pursuant to the Economic Opportunities Act of 1964 and is in its 47th year of service to the residents of Kings County. The organization has service sites located in Armona, Avenal, Corcoran, Hanford, Home Garden, Kettlem

an City, Lemoore and Stratford. Hanford serves as the county seat and the largest city in Kings County. KCAO’s mission is to advocate, educate, and provide a wide range of quality services that empower, promote self sufficiency, preserve dignity and improve the quality of life for the individuals and communities of Kings County. The agency reaches out to low-income people to address their multiple needs and administer a full range of coordinated programs designed to have a measurable impact on poverty. KCAO envisions a future where all people of Kings County are able to live with dignity, have access to all available resources and have the opportunity, motivation and ability to live economically productive and satisfying lives. KCAO carries out its mission through a variety of means including, but not limited to, the following:

community-wide needs assessment of needs and strengths;
comprehensive anti-poverty strategies;
provision of a broad range of direct services;
mobilization of financial and non-financial (in-kind) resources;
advocacy on behalf of low-income people; and
partnerships with other community, state, and national organizations. Since its establishment in 1965, the agency has adapted, revised and added programs to serve the changing social, educational and economic needs of low-income members of the community. Currently, the agency provides services, which are funded through a variety of federal and state programs, through four major departments:

Child Development: Infant Centers; Learning Centers; Resource and Referral; Family Day Care Homes; State Preschool, Afterschool Programs, Capacity Building. Head Start: Regional Year Head Start; Migrant Head Start; Early Head Start; Healthy Marriage Initiative; Child Care Food Licensed Program (CCFP) which is funded by the USDA and managed by the California State Department of Education (CDE). Intervention, Prevention and Supportive Services: Adolescent Family Life Program (AFLP); Abstinence Education; Cal-Learn; Domestic Violence Prevention; Sexual Assault Services; Barbara Saville Women’s Shelter; Child Abuse Prevention Parent Support. Operation Services: Home Weatherization; Energy Education; USDA Food Commodities; Energy Crisis Intervention; Homeless Services. KCAO’s governing body has a tripartite board structure consisting of local public officials, elected representatives of low-income people and the private sector that represents business, labor, religious, social welfare and/or other private groups within the county.

Family HealthCare Network recently presented Kings Community Action Organization with a recognition award in honor of 2026 National Health Center Week.

Engraved on the award were the words, “Building innovative care where it matters most. In appreciation for your valued partnership and commitment to our community.” The award was presented in appreciation of the long-standing partnership between KCAO and Family HealthCare Network, especially their shared work to improve access to food, health resources, and support services for families across Kings County.

“For over 20 years, Kings Community Action Agency has partnered with FHCN to strengthen the health of families across Kings County,” said Dulce Ugalde Arellano, Community Health Manager at Family HealthCare Network. “In 2023, KCAO championed the launch of our first health center-based food pantry in Hanford, expanding access to nutritious food for our patients, helping address food insecurity, and improving overall health.”

What began as one food pantry has since grown into five food pantries across the Family HealthCare Network system, serving patients in communities throughout its service areas. According to Ugalde Arellano, that growth is a direct result of strong community partnerships like the one shared with KCAO.

“Together, we’ve been able to think creatively, remove barriers to care, and create meaningful opportunities that improve health outcomes for the patients we serve,” Ugalde Arellano said.

Family HealthCare Network also extended a special thank you to KCAO team members Martha Tamayo, Victor Leon, and Juan Martinez for their support and guidance throughout the development and growth of the pantry program. “Your knowledge and expertise in food distribution have been invaluable, and your willingness to share that expertise has played a significant role in the success and growth of our pantry program.” Dulce said.

KCAO is grateful to Family HealthCare Network for this recognition and for its continued partnership. Collaborations like this help address the connection between food access and health while creating meaningful support for individuals and families in the community.

KCAO's 2nd Annual Monte Carlo Casino Night Fundraiser tickets are now available, returning this year with a Casino Royale Masquerade theme in support of the KCAO Food Bank.

Only a limited number of tickets will be available, so guests are encouraged to purchase theirs early before the event sells out.

The fundraiser will take place on Friday, November 6, 2026, at the Hanford Fraternal Hall, located at 1015 N. 10th Ave., Hanford, CA 93230. Guests are invited to enjoy an elegant evening of casino-style fun, dinner, prizes, and community support, all while helping raise funds for our local food assistance programs.

This year’s event will feature casino favorites including craps, poker, blackjack, and roulette. Tickets are $100 and include event entry, dinner, a complimentary glass of wine, $50 in complimentary casino money to use at the gaming tables, and chances to win amazing prizes throughout the evening.

Proceeds from the Monte Carlo Casino Night Fundraiser will benefit the KCAO Food Bank, which helps provide food and resources to individuals and families throughout Kings County. Community support from events like this helps KCAO continue addressing food insecurity and serving residents in need.
