𝗣𝘂𝘁𝘁𝗶𝗻𝗴 𝘁𝗵𝗲 𝗯𝗿𝗮𝗸𝗲𝘀 𝗼𝗻 𝗱𝗮𝗻𝗴𝗲𝗿𝗼𝘂𝘀 𝗲-𝗯𝗶𝗸𝗲 𝗿𝗶𝗱𝗶𝗻𝗴
Reckless riders will face harsher penalties under new City ordinance.

Over the past year, the City of Happy Valley has received a growing number of complaints about the unsafe use of e-bikes and micro-mobility devices in community parks and on City roads.

In response, the Happy Valley City Council recently voted unanimously to approve an emergency ordinance that takes a zero-tolerance policy approach to riders acting recklessly.

On April 9th, the City hosted an open forum on e-bike safety which was attended by more than 100 residents. Feedback received during that meeting helped shape the emergency ordinance, which prohibits:

✅Reckless or careless riding
✅Riding while impaired
✅Performing stunts or tricks in public areas
✅Swerving through traffic
✅Not using designated bike lanes when available
✅Passing pedestrians without warning
✅Any behavior that puts others at risk

The ordinance takes effect 𝗶𝗺𝗺𝗲𝗱𝗶𝗮𝘁𝗲𝗹𝘆, riders who disregard the rules of the road or elude police will now receive a citation from law enforcement. Penalties will be determined by the court and could include suspension of riding privileges or forfeiture of the e-device.

In the coming months the City will also begin rolling out e-bike safety education classes to help inform riders of safe riding practices.

Family notifications are complete, and the Happy Valley Police Department can now identify the woman who died in a head-on crash on Southeast 172nd Avenue as Sheri Lynette Harrison, age 48, of Happy Valley.

Investigators are still working to determine the cause of the crash.

Shortly after 4:00 p.m. on Sunday, April 12, 2026, deputies assigned to the city of Happy Valley responded to a head-on crash in the 10000 block of Southeast 172nd Avenue.

When deputies arrived, they found a four-door Jeep Wrangler and a Honda Accord with heavy front-end damage. Both drivers were the only occupants in their vehicles.

Clackamas Fire District 1 and American Medical Response responded to the scene.

The driver of the Jeep was transported by American Medical Response to a local hospital in critical condition. The driver of the Honda Accord was pronounced deceased at the scene.

The Clackamas County Medical Examiner’s Office and the Criminal Reconstruction and Forensic Technicians team responded to assist with the investigation. Clackamas County Roads also responded to assist with the road closure.

Investigators are working to determine what led up to the crash.

No additional information is available at this time. The name of the deceased will be released after family members have been notified.

The crash remains under investigation. Southeast 172nd Avenue is closed between Southeast Huckleberry Street and Southeast Rhododendron Street. Drivers are asked to use alternate routes.

At 45 mph, your vehicle travels about 66 feet in just one second. That is the length of 4 to 5 cars without your eyes on the road.

Before you hit the road:

• Keep both hands on the wheel and your eyes on the road
• Avoid eating or reaching for items while driving
• If something needs your attention, pull over safely
• Most importantly, put your phone away

𝗖𝗮𝗻 𝘆𝗼𝘂 𝗵𝗲𝗹𝗽 𝘂𝘀 𝗶𝗱𝗲𝗻𝘁𝗶𝗳𝘆 𝘁𝗵𝗶𝘀 𝘃𝗲𝗵𝗶𝗰𝗹𝗲 𝗮𝗻𝗱 𝗱𝗿𝗶𝘃𝗲𝗿?

Around 2 p.m. on Monday, March 16, 2026, a man entered a homeowner’s garage on SE Pheasant Ridge Drive and stole golf clubs, a range finder, a leaf blower, and a gas can.

The suspect is described as a white male with a heavy build wearing a black shirt. He is believed to have left the scene in the pictured vehicle, a four-door dark gray hatchback with a hood scoop, spoiler, and aftermarket rims. The vehicle did not have a front license plate and may have had a Washington license plate on the rear.

On Wednesday, March 4, deputies assigned to Happy Valley Police responded to a two-vehicle crash on SE 122nd Avenue, south of Sunnyside Road.

Deputies learned a driver pulled out from a stop sign after a truck passed, not realizing the truck was towing a trailer. The vehicle struck the trailer, causing it to flip onto its side.

Thankfully, no one was injured.

The driver of the vehicle that hit the trailer was cited. SE 122nd Avenue was closed for about 45 minutes while deputies investigated and crews worked to clear the scene.

𝗔 𝗾𝘂𝗶𝗰𝗸 𝘀𝗮𝗳𝗲𝘁𝘆 𝗿𝗲𝗺𝗶𝗻𝗱𝗲𝗿: Sometimes it is easy to focus on the vehicle ahead and miss that it is pulling a trailer. When pulling out from a stop sign or driveway, taking an extra moment to ensure the entire vehicle has passed can prevent crashes and help keep everyone on the road safe.

Well we gave it our best shot… but this year’s Slider Competition trophy is headed to Chief Browne and Clackamas Fire!

While we may not be bringing home the hardware, we’re still proud of our effort and those sliders were definitely worthy.
