Calhoun County’s Plan to Reduce Severe Weather Damages Ready for Public Review

May 4, 2020—The Calhoun County Multi-Jurisdictional Natural Hazards Mitigation Plan outlining projects and activities to reduce damages caused by severe weather and other natural hazards will be available for public review and comment from May 14 through May 21, 2020. The Plan, along with a summary sheet and a comment survey, can be viewed on American Environmental Corporation’s website (americanenvironmental.net) by clicking on the “Services” menu, selecting “Consulting & Engineering” and then clicking on the “Calhoun County Hazard Mitigation Plan” tab. If you are unable to access the Plan via the website, please contact Gene Breden, Emergency Services and Disaster Agency (ESDA) Coordinator at (618) 535-3413 to schedule an appointment to view a paper copy of the Plan. The comment period will remain open through Thursday, May 21, 2020. Public comments will be used to make any revisions needed before this Plan is submitted to the Illinois Emergency Management Agency and FEMA.
A public forum will also be conducted on May 14th at 7 P.M. Due to the COVID-19 crisis which prohibits any gatherings of more than ten people, the public forum will be conducted via teleconference. Persons interested in participating in the public forum should contact Gene Breden, ESDA Coordinator at 618-535-3413 or [email protected] Individuals can still review this Plan and comment without participating in the public forum.
“This Plan describes how the County and the participating jurisdictions have been impacted by severe weather and other natural hazards and identifies specific mitigation actions that can be taken to reduce damages to life and health, infrastructure, and property before events occur,” according to Gene Breden, Calhoun County ESDA Coordinator.
The Calhoun County Natural Hazards Mitigation Planning Committee prepared this draft Plan with technical assistance from state and federal agencies as well as a consultant specializing in emergency management planning. The Committee is comprised of representatives from various County departments in addition to Batchtown, Brussels,

Hamburg, Hardin, Kampsville, the Center for American Archeology and the North Calhoun Fire Protection District. The Committee began meeting last fall to prepare this Plan update. Federal law requires that these Plans be updated every five years.

The County of Calhoun will hold a public hearing on May 11, 2020 at 6:30 p.m. to provide interested parties an opportunity to express their views on the proposed Downstate Small Business Stabilization application funded by Community Development Block Grant (CDBG) funds. Due to the COVID-19 emergency, a virtual public hearing will be held. 1. On or about April 27, 2020, Straight Home Inc. intends to apply to the Illinois Department of Commerce and Economic Opportunity for a grant from the State CDBG program. This program is funded by Title 1 of the federal Housing and Community Development Act of 1974, as amended. These funds are to be used to provide working capital for the benefit of Straight Home Inc.. The total amount of CDBG funds to be requested is $25,000.00 and will address the urgent needs of the business due to the COVID-19 emergency.

2. On or about April 27, 2020, Odelehr’s Market intends to apply to the Illinois Department of Commerce and Economic Opportunity for a grant from the State CDBG program. This program is funded by Title 1 of the federal Housing and Community Development Act of 1974, as amended. These funds are to be used to provide working capital for the benefit of Odelehr’s Market. The total amount of CDBG funds to be requested is $25,000.00 and will address the urgent needs of the business due to the COVID-19 emergency.

THE LATEST GUIDANCE FROM ILLINOIS DEPARTMENT OF HEALTH

Anyone with COVID-19-like illness or symptoms can get a test,
even without a doctor’s order.
As testing capacity expands, testing is now available for people who:
• Have COVID-19 symptoms (cough, shortness of breath and fever) AND
• Have a risk factor, such as
� Contact with someone confirmed to have COVID-19
� A compromised immune system or a serious chronic medical condition
Testing is also available for those with or without symptoms who:
• Work in a health care facility
• Work in correctional facilities, such as jails or prisons
• Serve as first responders, such as paramedics, emergency medical technicians,
law enforcement officers or firefighters
• Support critical infrastructure, such as workers in grocery stores, pharmacies,
restaurants, gas stations, public utilities, factories, childcare and sanitation

In a special meeting of the Board of Commissioners on April 8th, Calhoun County hired Karen Hanneken to administer the Downstate Small Business Stabilization Program. To support small businesses in downstate and rural counties across Illinois, DCEO is repurposing CDBG funds to this program. This fund will offer small businesses of up to 50 employees the opportunity to partner with their local governments to obtain grants of up to $25,000 in working capital. Calhoun County has approved participation in this grant program. Businesses in the unincoporated areas of Calhoun County may contact Karen either by email [email protected] or phone 618-576-9785 to discuss the program and business application. If your business is in an incorporated location, you should contact your Village mayor or contact Karen and she will direct you to the right place.
