Narrative:
On 08-30-26 before 11:50 A.M. Stephen R. Chapin of Hardwick, VT approached an individual in the Tops Market who was the plaintiff in a Stalking Order naming Chapin as the defendant. The plaintiff/victim reported this to the Hardwick Police. Investigation revealed that Chapin had violated a Final Stalking Order issued by the Caledonia Unit of the Superior Court of Vermont, Civil Division. Chapin was issued a flash citation to appear in the Caledonia Unit, Criminal division of the Superior Court of Vermont on Monday, August 31.

On Monday (8/24/26) at 10 AM, Hardwick Police witnessed Kyle Neill (53) of Woodbury operating a blue Honda CRV on Hillside Street in Hardwick. Neill’s privilege to operate is under criminal suspension. Neill was taken into custody and processed for Operation After Suspension at the Hardwick Police Department. He was released on a citation to appear on 9/21/26 in Caledonia Superior Court; Criminal Division.

On 08-24-26 at approximately 12:30 P.M. An officer from the Hardwick Police Department attempted to take 33-year-old Casandra Rich into custody on 2 outstanding warrants. Rich would
run from the officer to avoid being taken into custody on this occasion. She would be apprehended by HPD a few minutes later on the warrants. As a result of her attempted flight, Rich is being charged with Resisting Arrest. She has been issued a citation to appear in the Superior Court of Vermont, Criminal Division, Caledonia Unit, to be arraigned on the charge.

On 08-24-26 the Hardwick Police Department arrested Casandra Rich, age 33, of Hardwick on 2 outstanding warrants. Rich was arrested at a residence on Hillside Drive in Hardwick village, and
the police department had previously received a notification that warrants had been issued for her. The warrants were for failing to show up in court for the charges of Burglary, Unlawful Trespass into a vehicle, Petit Larceny (2 cases) and Violation of Conditions of Release. She was transported to Caledonia unit of the Superior Court of Vermont, Criminal Division. She was subsequently transported to the Northeast Correctional Complex in St. Johnsbury for lack of $1000.00 bail.

On Monday (8/24/26), Hardwick Police received a motor vehicle complaint involving Craig Devenger’s vehicle. Records indicated that Devenger had an active arrest warrant issued by Vermont Superior Court, Washington Unit, for failure to appear. Hardwick Police located Craig Devenger at 75 Hillside Street in Hardwick. Devenger was issued a citation to appear in Washington Unit Court on 8/25/26 and released by the terms of the arrest warrant.

On 08/18/26 at approximately 2247 hours Hardwick Police were dispatched to a residence on Pleasant St in East Hardwick, VT for a male with gunshot wound to his leg. The victim was transported by Hardwick Rescue from the scene and then airlifted to Dartmouth Medical by DHART for further treatment. This is an active investigation however, there is no threat to the public.

Narrative:

On 08-15-26 at 1:16 P.M., the Hardwick Police Department, Hardwick Rescue Squad, Hardwick Fire Department and Greensboro Fire Department all responded to the area of Vermont Rte. 15 E in the area of Fisher’s Folly Rd. for the report of a rollover crash with unknown injuries.

Following this single vehicle crash, a civilian witness pulled the driver from the car, which had caught fire. After pulling the man to safety, he and others used several fire extinguishers to put
out the blaze, which re-ignited on at least one occasion. The driver, Joshua “Josh” Murphy was provided aid and comfort by other civilians who had stopped to render assistance prior to police,
fire and rescue arriving.

Mr. Murphy was transported to Copley Hospital to be treated for what appear to be non-life- threatening injuries.
