We recently welcomed a wonderful group of volunteers from La Salle University in Philadelphia who traveled all this way to help support the work at COAP!

COAP focuses on housing and economic development in Harlan County, and it’s always helpful to have groups willing to come alongside us and contribute to the work.

We appreciate the time and effort they put in while they were here. Thank you for all the help!

A huge thank you to all the volunteers from Georgetown University who recently came out to help COAP get started on our new river ramp project along the headwaters of the Cumberland River! Your time, energy, and willingness to lend a hand are appreciated.

COAP's crew will now continue the work over the next several months, building a total of eight ramps to improve access to the river for kayaks, canoes, and outdoor recreation.

While COAP's primary focus remains housing, economic development, and tourism-related projects are also very important parts of the work we do to create opportunity and enhance the quality of life in our community.

Do you own your home and need help with repairs? COAP can help! 🔨🏠

If you are 62 or older, you may qualify for a grant. Low-interest-rate loans are also available for homeowners with a minimum credit score of 620. Loans are not age-dependent.

Call, email, or stop by the office (8am - 4pm, Monday - Friday).

Recently, our crew completed hands-on training in membrane roofing installation — another step in strengthening both our team and our community!

In addition to single-family home repair and construction, COAP is proud to invest in workforce development and to support local small businesses, local governments, and other non-profits through specialized construction services like membrane roofing.

Dave is pictured here lending a hand with some finish work — just one example of how he always goes above and beyond to keep our projects moving forward. With decades of experience under his belt, Dave brings a wealth of knowledge, skill, and dedication to everything he does.

Beyond his craftsmanship, what truly sets Dave apart is his willingness to teach and mentor our team of carpenters, helping them grow their skills and confidence every day. We are so grateful to have him leading by example!

Last week marked 22 years of annual visits for Tim Maag from St. Mary Catholic Central in Monroe, MI. Tim has faithfully led volunteer groups from St. Mary’s, dedicating his time and heart to help COAP meet the housing needs of families in Harlan County. As he retires from teaching, we want to express our deepest gratitude for his hard work, leadership, and unwavering commitment to serving others. Tim, your impact will be felt for years to come—thank you for everything! Enjoy your well-earned retirement! 🎉🏡❤️

We are saddened to share the passing of Frank Stoffle, who served as COAP's Executive Director for many years. His leadership and dedication made a lasting impact on our organization.

During Frank's tenure at COAP, which spanned 18 years from 1992 to 2009, he oversaw the construction of 200 new homes and the repair of 2,000 others, providing families with safe, warm, and dry housing.

COAP is now taking applications for heating and cooling assistance.

Applicants must be 62 or older or have someone with a disability living in the home, meet the low-income guidelines, and own and be primary residents of the property.
